Project Manager - DSA
We are seeking an experienced Project Manager with specialized knowledge of DSA-regulated school and public works projects to lead planning, design, and construction efforts across K12, higher education, and public works portfolios. The successful candidate will ensure projects meet Division of the State Architect (DSA) requirements, remain on schedule and on budget, and comply with public agency procedures while serving as the primary client and stakeholder contact.
Key Responsibilities
- Lead full lifecycle project management for DSA-regulated projects including K12, higher education, and public works from pre-construction through closeout.
- Prepare and manage project schedules, budgets, and scopes; monitor progress and implement corrective actions to keep projects on track.
- Manage DSA plan review and submittal processes, coordinate responses to DSA comments, and maintain compliance with DSA directives and documentation requirements.
- Coordinate with district clients, campus facilities, public agencies, architects, engineers, contractors and specialty consultants to resolve design, constructability and permitting issues.
- Oversee procurement and contract administration including preparing RFPs, managing bids, evaluating proposals, and administering construction contracts and change orders.
- Administer construction phase activities: lead pre-construction meetings, review shop drawings and submittals, track RFIs and change orders, conduct site visits and quality inspections to ensure compliance with contract documents.
- Manage stakeholder communications and reporting: produce regular project status reports, present updates to boards or client leadership, and manage expectations of diverse stakeholder groups.
- Ensure compliance with public works requirements including prevailing wage, labor compliance, DIR registration, bonding and insurance requirements, and local agency permit processes.
- Implement and maintain project controls and documentation best practices, including schedule coordination, cost tracking, risk logs and as-built records.
- Mentor and coordinate with junior PMs and project staff as needed; cultivate a culture of safety, quality, and continuous improvement.
Qualifications
- Bachelors degree in Construction Management, Architecture, Engineering, or related field; or equivalent experience.
- Minimum 58 years progressive project management experience on DSA-regulated projects, with demonstrated work on K12, higher education, and public works projects.
- Proven knowledge of Division of the State Architect (DSA) submittal and approval processes and experience delivering DSA-compliant projects through closeout.
- Strong construction contract administration experience, including managing RFPs, bidding, change orders, claims mitigation and project closeout.
- Experience with public agency procurement and compliance requirements (prevailing wage, DIR, bonds, permits).
- Excellent communication, leadership and stakeholder management skills with the ability to present to school boards, campus leadership and public agencies.
- Proficiency with project management tools; experience using Procore or similar construction management platforms preferred.
- Strong scheduling and coordination skills; ability to develop and manage master schedules and coordinate multiple contractors and scopes.
- Track record delivering projects on schedule and budget, with strong problem solving and risk management capabilities.
- Nice-to-have: prior experience as a Senior Project Manager, formal scheduling coordinator experience, and direct school construction experience.
