Business Relationship Manager Lead (Technology Services Manager, Senior)

Salary may be negotiable within the applicable range of the classification and successful candidate's qualifications, subject to appropriate authorization.

OPEN TO THE PUBLIC. This recruitment will establish an open eligible list that will be used to fill current and future Technology Services Manager, Sr positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

ORANGE COUNTY INFORMATION TECHNOLOGY (OCIT) is dedicated to providing innovative, reliable, and secure technology solutions that support County departments in delivering quality public services. OCIT provides IT solutions across County departments for voice communications, network services, application support, service desk, desktop support, as well as data center services.

THE OPPORTUNITY

The Orange County Information Technology (OCIT) Department is seeking to fill a Business Relationship Manager Lead (Technology Services Manager, Senior) position, currently reporting to the County Chief Information Officer. This position will serve as lead to the Business Relationship Management (BRM) team, which strives to foster strong relationships and communicates and collaborates with various client departments to ensure that their business requirements are understood and services are delivered effectively.

This cross-departmental collaboration is essential for delivering value to clients. In addition, this position will be overseeing the Stakeholder Communications function and will be responsible for direct supervision of six (6) Business Relationship Managers and one (1) Public Information & Affairs Analyst.

The Business Relationship Manager Lead’s duties and responsibilities will include the following:

  • Serving as lead to the BRM team, accountable for the team s results, providing guidance to the other BRMs, and responsible for coordinating the team s work, and other support.
  • Working in a multidisciplinary IT environment, including IT teams and coordinating efforts to meet business goals
  • Serving as the primary liaison and advocate between County departments and OCIT, fostering strong partnerships and ensuring effective communication across organizations.
  • Interacting closely with County departments and third-party contracted service providers to support overall customer well-being, including monitoring customer satisfaction, understanding departmental business practices, proactively identifying and addressing issues, and serving as an escalation point of contact when needed.
  • Explaining and presenting complex technical and business information clearly and effectively to staff, management, and executive leadership.
  • Acting as a strategic partner within the business unit to facilitate IT project initiation, requirements shaping, and prioritization
  • Explaining and presenting complex, technical information clearly to different levels of staff, management, and executives
  • Maintaining and updating policies and procedures in alignment with best business practices
  • Staying informed of policy changes and collaborating with County departments to meet emerging challenges
  • Overseeing and developing multi-year technology strategy and financial plans to meet department IT needs and ensure effective service delivery
  • Making policy recommendations and business decisions using sound judgement and risk management
  • Traveling throughout Orange County and attending staff meetings as needed, along with performing related duties as assigned
Desirable Qualifications & Core Competencies

In addition to the minimum qualifications, the ideal candidate will demonstrate at least three (3) years of experience analyzing, researching, and understanding complex technical solutions within a business or enterprise IT environment, as well as demonstrated knowledge of IT-related budgets, procurement processes, and business operations that support enterprise technology services.

The ideal candidate will possess extensive experience and knowledge in the following core competencies:

Technical Knowledge | Technical Experience

  • Ability to analyze, research, and understand technical solutions
  • Knowledge of budgets, procurement, and business processes related to IT services;
    Experience with Microsoft Office Suite, Office 365 Cloud Services, and mobile devices
  • Reviewing and facilitating strategic plans to ensure compliance with program and budget requirements
  • Analyzing qualitative and quantitative data to evaluate effectiveness and overall performance of OCIT service delivery
  • Utilizing a variety of resources and gathering information to identify areas of improvements and recommend quality improvements

Leadership Skills

  • Working collaboratively and establishing rapport with staff, managers, and people
