The OC Housing & Community Development is a division of OC Community Resources that administers affordable housing development, community development, and housing authority programs.
The Opportunity
OC Housing & Community Development (OC HCD) has an exciting opportunity for a Community Development and Administration Manager (Community Development Manager, Senior) reporting directly to the OC HCD Director. This position is a key management position providing oversight to both community development funding programs and administrative services within OC HCD. The position oversees the Urban County program managing Federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funding and programs, including federal labor and environmental compliance, within the Community Development program.
The role also includes oversight of administrative services supported by the Business Services Unit including review of policy and procedures, implementation, and compliance for budget, facilities, purchasing and other administrative functions within OC HCD. The role is responsible for program review, design, and compliance; maintaining grants; applying for funding; and overseeing policies, contracts, reports, records, and related documentation. The Community Development and Administration Manager provides operational and technical management direction to staff, including two direct reports: the Community Development Manager overseeing the Community Development Division and the Business Services Analyst overseeing the Business Services Unit, and makes recommendations to the Director of OC Housing & Community Development and/or the Director or Assistant Director of OC Community Resources.
Duties and responsibilities include, but are not limited to:
- Develop and review the Community Development and Business Services Unit budget, ensuring proper allocation of administrative and program funds. Make adjustments as needed and research additional grant or other funding sources aligned with affordable housing and community development programs.
- Oversee and conduct performance evaluations, employee development, hiring, discipline, and termination procedures; directly manage two management positions and indirectly oversee an additional five management and non-management positions in Community Development and Business Services.
- Convene, facilitate, and attend meetings; prepare and deliver presentations to management, the public, elected officials, the HCD Commission, and other stakeholders.
- With appropriate input, provide strategic direction in the use of CDBG, HOME and ESG funds including working with subrecipients and act as a liaison to cities participating in the Urban County program.
