The Manager of Extramural Funds Accounting leads the central accounting and post‑award financial administration functions for the University’s extensive extramural funds program. The role oversees award set‑up, sponsor billing and collections, financial compliance monitoring, reporting, and closeout activities for approximately 1,600 active funds, ensuring compliance with federal regulations, sponsor requirements, and university policy. The manager also serves as a functional leader for Oracle Financials Cloud and drives enterprise financial initiatives across the campus.
Responsibilities- Strategic Leadership and Program Management (30%)
- Define strategic priorities, operational goals, and service standards for the extramural funds unit.
- Develop and implement financial processes and policies.
- Represent the campus in system‑wide working groups and professional organizations.
- Collaborate across finance, research administration, procurement, and IT.
- Sponsored Research Financial Operations (25%)
- Oversee award set‑up, financial compliance monitoring, sponsor billing, and closeout.
- Ensure transactions comply with sponsor terms, federal regulations, and university policies.
- Manage sponsor invoicing and collections to secure timely recovery of funding.
- Conduct monthly subledger close and reconcile key accounts.
- Resolve discrepancies, system errors, and financial variances.
- Assist Principal Investigators and research administrators with financial and compliance issues.
- Compliance, Audit, and Risk Management (20%)
- Maintain internal control processes and ensure compliance with federal regulations (e.g., Uniform Guidance).
- Coordinate internal and external audits and implement corrective actions.
- Update and maintain policies related to extramural fund accounting.
- Promote ethical financial practices and accountability across campus.
- Financial Systems, Reporting, and Process Improvement (15%)
- Lead system design, testing, and implementation for Oracle Financials Cloud.
- Develop standardized financial reporting tools and dashboards.
- Identify and implement process improvements, automation, and system optimizations.
- Support subledger-to-general ledger reconciliation and data integrity initiatives.
- Leadership, Staff Development, and Training (10%)
- Supervise and develop professional accounting staff.
- Conduct performance management and workforce planning.
- Plan recruitment, onboarding, and training programs.
- Foster a collaborative work environment that promotes continuous improvement.
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
- 7–9 years of progressively responsible accounting or financial management experience.
- 7–9 years of experience managing financial operations in complex organizations.
- 4–6 years of experience in sponsored research administration or post‑award financial management.
- 4–6 years of experience working within higher education or research institutions.
- 4–6 years of experience with enterprise financial systems such as Oracle Financials Cloud.
- Professional certification such as CPA, CMA, or equivalent.
- Must be legally authorized to work in the United States without sponsorship.
- Occasional travel (approximately 10%).
- Limited vacation availability during fiscal year‑end close periods.
- Successful criminal history background check required.
