Position Overview

SB ACT operates a growing portfolio of participant-facing community programs that connect individuals experiencing homelessness to services, stability, leadership opportunities, and long-term support. These programs include Day Hab / Community Supports, the Lived Experience Working Group, the Lived Experience Advisory Board, and future community-based initiatives delivered at the FARO Center and through partner locations throughout Santa Barbara County.

The Community Services Manager provides both direct participant services and program leadership for SB ACT’s community programs portfolio. Initially, this position will maintain an active Day Hab caseload and work directly with participants to identify goals, connect to resources, attend appointments, and build skills that support stability and community integration.

This role is also responsible for managing and strengthening SB ACT’s participant-facing programs, including program coordination, participant engagement, meeting facilitation, partner communication, and future program expansion.

As SB ACT grows, this position is expected to evolve from primarily direct service toward increased program leadership, supervision, quality assurance, and expansion of community-based services.

Key Responsibilities Community Programs Leadership

The Community Services Manager provides operational leadership for SB ACT’s portfolio of participant-facing programs, including:

  • Day Hab / Community Supports
  • Lived Experience Working Group
  • Lived Experience Advisory Board
  • Additional community-based programs as assigned

Responsibilities include:

  • Ensure programs operate consistently and in alignment with SB ACT’s mission and funding requirements.
  • Develop, implement, and improve program workflows and participant experience.
  • Monitor program performance and identify opportunities for improvement.
  • Ensure assigned programs meet contractual, operational, and quality standards.
Direct Participant Services
  • Maintain an active participant caseload through Day Hab and other assigned programs.
  • Complete participant assessments and develop individualized service goals.
  • Meet regularly with participants to support progress toward housing stability, health, employment, and community integration.
  • Assist participants in accessing benefits, healthcare, transportation, employment, identification documents, and other community resources.
  • Maintain accurate and timely participant documentation consistent with program and funding requirements.
  • Coordinate participant services with partner agencies and community providers.
Participant Leadership & Engagement
  • Coordinate and facilitate the Lived Experience Working Group.
  • Coordinate and facilitate the Lived Experience Advisory Board.
  • Recruit, engage, and support participants in leadership opportunities.
  • Foster meaningful participant feedback and incorporate lived experience into program development.
  • Build pathways for participant leadership, volunteerism, and workforce development.
Community Partnerships & Program Expansion
  • Develop and maintain relationships with partner agencies supporting assigned programs.
  • Coordinate community-based service delivery at partner locations, including the Santa Barbara Rescue Mission and future program sites.
  • Support expansion of Day Hab and other community programs into additional locations throughout Santa Barbara County.
  • Identify opportunities to improve collaboration and participant access across community partners.
Program Quality & Compliance
  • Ensure Day Hab, Community Supports, and other assigned programs meet funding and documentation requirements.
  • Monitor participant outcomes and program performance.
  • Coordinate with the Program & Systems Manager to ensure accurate reporting, documentation, and billing readiness.
