IT Project Manager, Data Analyst
Consultant Position
Contract - 6 months Pay rate - $70/hr on W2 (all inclusive) or $80/hr on 1099/CTC
The consultant will provide strategic guidance and insight for projects that assures technology is implemented and adopted to meet ELC Expansion grant (Grant) deliverables. The consultant will coordinate with grant goal owner(s) individually and collectively to ensure alignment of technology and will ensure that requirements are documented and user sign-off is implemented.
Specific Tasks:
- Draft the critical path schedule which shows the sequence of events compatible with work breakdown structure
- Document a detailed cost baseline from cost estimates
- Perform project and program planning
- Track and document project spend, delivery, service levels and contractual compliance
- Prepare and maintain necessary project documentation
- Work well on a project team
- Research and gather information necessary for project planning
- Negotiate conflicts and resolves issues
- Manage the project change management process
- Prepare and present reports related to project and program execution and performance
- Provides stakeholders and project team with constructive feedback as it pertains to project performance
Required Skills & Abilities:
- Provide strategic guidance and insight for projects that assures technology is implemented and adopted to meet ELC Expansion grant (Grant) deliverables
- Project standards, project planning, change management process, including work breakdown structures
- Analysis methods to estimate project cost, resources, time and deliverables
- Accepted standards and tools for estimating, tracking and controlling projects
- Ability to define and oversee standards and tools for estimating, planning, tracking and controlling entire suite of technology from data ingestion to data visualization across projects and programs
- Critical path scheduling which shows the sequence of events compatible with work breakdown structure
- Manage budgets with the ability to determine actual project and program cost versus budget cost
- Project spend, delivery, service levels and contractual compliance
- Risk mitigation planning, processes and systems
- Principles of leadership and staff development
- Ability to interact with a variety of levels of personnel both within and outside the County
- Communicate effectively both orally and in writing
- Defines and oversees the standards and tools for estimating, planning, tracking and controlling entire suite of technology from data ingestion to data visualization across projects and programs
- Develops/updates program charter including RACI chart
- Reviews and consolidates all project plans developed for each project within the program, identifies project dependencies and establish program's critical path
- Oversees the gathering of information required for the level of effort analysis to estimate project/program cost, resources, time, and deliverables
- Closely collaborate with Grant owners, PHD Informatics, TSS CTO and TSS Chief Architect and TSS Consultants and staff
- Prioritizes efforts for programs that will be broken down into multiple projects
- Supports TSS-HS Managers across projects
- Supports vendor management of resources from within and external to the County
- Manages program spend within Grant limitations and contractual compliance
- Maintains all artifacts and documentation, decision documents, sign-offs, project plans as defined by County processes
- Manages all project risks and assures all risks are raised to the level of importance with recommendations for mitigation
- Prepares and presents routine program status reports to relevant stakeholders and holds regularly scheduled meetings and stand-ups, communicating individual roles and project/program expectations
- Defines and oversees the standards and tools for estimating, planning, tracking and controlling projects and programs
- Analyzes and develops corrective actions for program budget discrepancies
- Conducts formal review with Grant owners upon completion of each related project to confirm acceptance and satisfaction
- Develops baseline for cost and schedule to meet Grant requirements, confirms funding sources, and continuously maintains accounting of actual Grant costs against planned baseline
- Develops and executes an efficient internal communication strategy
- Confirms that all project team members have the tools and training required to perform effectively
- Develops and maintains risk mitigation plans, processes and systems
- Facilitates the resolution of complex problems, by meeting with PHD Grant owners, vendors, and technical staff to identify problems and propose solutions
- Develops succession plan for knowledge transfer
Experience Requirements:
Extensive experience (Team in general at least 5 years) in county healthcare and public health sector data governance, information strategy, master data management and for the individuals, expect certifications and degrees that represent the specific experience such as HL7, modern integration engines.
