ERP Program Manager

Housing Matters partners with individuals and families to create pathways out of their homelessness into permanent housing. Housing Matters is a leader in working to end homelessness in Santa Cruz County—and we want you to be part of our team. The Encampment Resolution Program (ERP) is a shelter program located at The Live Oak Landing - a satellite shelter of Housing Matters. ERP provides shelter, case management and housing navigation for some of the community’s unhoused individuals connected with County Behavioral Health programs

Reporting to the Associate Director of Campus & Shelter Operations, the Program Manager for the Encampment Resolution Program (ERP) is responsible for driving shelter operations at the Live Oak Landing and managing ERP staff and the provision of services, including case management, housing navigation, and other direct services, to ERP participants.

Wages:

Starting Wage (Depending on Experience)

$72,134.40 $ 74,297.60 $ 76,523.20 $ 78,811.20 $ 81,182.40 $ 83,616.00

Preferred Experience and Requirements:

Any combination of training and experience which would provide the required knowledge and abilities is qualifying. Typical ways to obtain this knowledge would be:

  • +3 years of experience as a frontline social service provider for individuals or families experiencing homelessness or a similar social service required
  • Management experience preferred, preferably in a non-profit or similar social service
  • Bachelor’s degree in a related field or equivalent experience required
  • Experience in program management, development, program evaluation, and measuring outcomes preferred
  • Experience in grant administration and reporting preferred
  • Bilingual English and Spanish speaking preferred
  • Desirable qualifications are; attention to detail, effective communication, flexibility, and good problem-solving skills

SPECIAL REQUIREMENTS:

  • Possession of a valid California Class C Driver's License

Thorough Knowledge of:

  • Social casework objectives, principles, methods, and caseload management and organization
  • Social and economic factors that influence individuals and/or households experiencing homelessness
  • Knowledge and experience applying the principles of Trauma Informed Care and Housing First
  • Principles of human behavior and development
  • Grant compliance and reporting
  • Administering programs to fidelity
  • Principles and techniques of supervision and management
  • Community resources, county, state, and federal benefit programs

Typical Job Duties

  • Develop goals, objectives, and action steps for ERP staff and program activities, conducting ongoing evaluations and implementing changes when necessary.
  • Ensure the program complies with government grant requirements, including providing quarterly data reports to the Associate Director of Campus and Shelter Operations.
