The purpose of this job is to perform advanced governmental accounting functions necessary to ensure the financial transactions of the Department are properly recorded and reported timely. This position is vital in ensuring the Department is in compliance with Generally Accepted Accounting Principles, Governmental Accounting Standards Board, Department of Finance and Administrations' Manual of Accounting Practices (MAPS), New Mexico State Audit Rule and the Department's policies and procedures.
The Department is a fast-paced agency, and this position exists to support a $220 million-dollar annual budget. This position supports the Department's Accounting Section by performing advanced functions in reconciliations of general ledger accounts, preparation of journal entries, reconciliation of payroll, cost allocations, knowledge of capital asset reporting, knowledge in accounts receivable reconciliation, knowledge of GASB requirements, preparation of financial statements, notes to the financial statements and assist in preparing audit deliverables for auditors.

- Capital Assets Coordination:
This position will be responsible for all departmental capital asset tracking and reporting; including but not limited to accounts payable auditing, recording additions, reporting deletions, conducting annual inventory, preparing necessary journal entries, and maintaining the agency's capital asset software. - Independently Prepare General Ledger Reconciliations for Assigned Funds:
This position is required to perform a variety of monthly reconciliations of the general ledger accounts (assets, liabilities, fund balance, revenues and expenditures) at the department chart field level. This responsibility will also include assisting in preparation of annual audit and financial statements. - Preparation of the financial statements, to include balance sheet, statement of revenues and expenditures, budgetary to actual, notes to the financial statements, capital asset schedules and various other schedules required.
- Prepare Journal Entries:
This position must be able to complete complex journal entries utilizing theories of generally accepted accounting principles. This includes preparing operating transfers to pay other state agencies and submit Capital Project Draw Requests.
The customers for this position are the Department's various divisions, including but not limited to Program Support, NM State Police, Law Enforcement Academy and crime labs. Customers also include various other state agencies and oversight agencies such as Department of Finance and Administration, New Mexico State Auditor and other various state/federal agencies.
Ideal Candidate- A solid knowledge of governmental accounting and the ability to apply generally accepted accounting theories and principals.
- Advanced experience in People Soft SHARE Financial.
- Advance experience in People Soft SHARE HCM, to include payroll queries.
- Proficient and advanced experience in Microsoft Excel pivot tables and the ability to data mine.
- Solid experience Department of Finance and Administration Manuel of Accounting Practices (MAP) requirements for the general ledger.
- Advanced experience in capital asset tracking and reporting.
- Advanced experience in financial statement schedule and note preparation.
- Strong attention to detail and organizational skills.
- Ability to work in a team environment as well as individually.
Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.
