Senior Business Operations Analyst (HCA/ISD #7351)
Why does the job exist?- Monitoring the service delivery of contracted providers and ensuring that federal funds are spent efficiently and effectively in alignment with both state and federal policies.
- Supporting the administration and oversight of federally funded programs designed to strengthen families and communities by promoting economic stability, reducing barriers to self-sufficiency, and improving access to employment, training, supportive services, and other resources for eligible populations;
- Assisting Program Managers in the daily management and oversight of program operations and contracts to ensure services are delivered effectively, efficiently, and in compliance with applicable federal and state requirements;
- Conducting financial reviews, monitoring contractor and sub-recipient performance, coordinating compliance and program evaluations, analyzing program outcomes, and facilitating communication and collaboration with a variety of internal and external stakeholders;
- Supporting initiatives that advance participant well-being, strengthen service delivery systems, and promote accountability in the administration of public programs intended to improve opportunities and outcomes for individuals, families, and communities;
- Providing operational, analytical, and administrative support to other programs within the Work and Family Support Bureau, as needed, to ensure continuity of operations and effective program administration.
- New Mexico residents and communities who benefit from federally funded programs and services;
- Contracted providers and partner organizations responsible for delivering services;
- Health Care Authority (HCA) staff.
- Experience with contract administration, programmatic monitoring, and compliance activities related to federally funded programs;
- Knowledge of and ability to interpret and apply federal and state regulations, including the Code of Federal Regulations (CFR) and New Mexico Administrative Code (NMAC);
- Ability to conduct financial reviews, evaluate program performance, and identify opportunities for process improvement;
- Proficiency with ASPEN, Work Path, Adobe Acrobat, Microsoft Excel, and Microsoft Access;
- Strong analytical, organizational, and problem‑solving skills with attention to detail;
- Ability to work effectively both independently and collaboratively within a team environment;
- Skilled in building and maintaining productive relationships with internal and external stakeholders;
- Excellent written communication skills, including the ability to prepare reports, correspondence, monitoring tools, corrective action plans, and other professional documents;
- Ability to manage multiple priorities, adapt to changing program needs, and meet established deadlines;
- Experience working with grant‑funded human services, workforce development, refugee services, community action programs, or other public assistance initiatives.
Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
EmploymentRequirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
Bargaining Unit PositionThis position is covered by a collective bargaining agreement, and all terms/conditions of that agreement apply and must be adhered to.
