The Office of Inspector General (OIG) is a bureau of New Mexico Department of Transportation (NMDOT) dedicated to assuring that the activities and operations of the Department are conducted in accordance with federal and state laws, rules, regulations, and Department policies and procedures. This is accomplished by conducting audits, special inquiries, investigations, collecting information, and surveys. The OIG provides objective and independent performance audit services and conducts routine database analysis on construction contract data.

The OIG is responsible for administering the Policy and Procedures Committee as provided in AD 116. The OIG is tasked with maintaining administrative directives and forms on the Department
¿ s internal network. It maintains records of claims for damages to Department property and coordinates with the Department
¿ s Accounting Services Division to collect monies recovered in accordance with the provisions of NMSA 1978, Section 67-7-10, with such monies deposited into the State Road Fund. The OIG provides reasonable assurance of federal compliance of allowable costs for contracts with engineering and design-related service contractors. It also performs prequalification application procedures as required by 18.27.5 NMAC, Contractor Prequalification Rule.

The Construction Audit and Pre-qualification Section conducts construction audits and manages the Pre-qualification Program to provide a transportation network that emphasizes safety, quality, cost effectiveness and efficiency. The Construction Audit and Pre-qualification Section produces a monthly list of all eligible contractors.

As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.

Why does the job exist?

This position will conduct independent construction performance audits to assess risk, improve operations, and increase accountability for NMDOT. This position will analyze and approve pre-qualification applications according to the Contractor Pre-qualification Rule 18.27.5.1 and send approval letters to contractors/subcontractors.

How does it get done?

The primary responsibilities of this position will include:

  • Assess internal controls, assess risks, and evaluate compliance with state and federal laws, regulations, and policies.
  • Perform audits to identify findings, make recommendations to resolve findings, make suggestions for improvements and report outcome to management.
  • Help manage the Contractor Pre-qualification Program to ensure the Department has a current and accurate database of eligible contractors/subcontractors.

Ideal Candidate

The ideal candidate will have preferred education and/or experience in the following areas:

  • Conducting audits to test for compliance with federal and state laws, rules, regulations, agency policies, and procedures.
  • Preparing detailed audit reports on audit findings and providing supporting conclusions about evidence examined.
  • Critical thinking.
  • Problem solving.
  • Writing 4-10-page audit reports accurately, objectively, and clearly.
  • Intermediate- or advanced-level Microsoft Excel and Word.

Bachelor's Degree in Accounting, Finance, Auditing, or Business Administration and two (2) years directly related work experience in accounting, auditing, finance, and/or budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
