Education Admin Specialist - Career & College Readiness (PED #21396)

All positions at the NM Public Education Department are based in Santa Fe.

Why does the job exist?

The primary work includes providing leadership, technical assistance, training and direction to school districts and other educational entities regarding the work of the College and Career Readiness Bureau. Plan, direct, evaluate, coordinate and provide oversight for the statewide College and Career Readiness initiatives, especially related to requests for reimbursement and contracts. This position will provide coaching to educational entities in the efficient planning and implementation of state and federal grants for the purpose of efficient fiscal processes.

Additionally, this position will coordinate the contract process for the Bureau. This position requires broad use of the Online Budget Management System (OBMS).

How does it get done?
  • Provide oversight for and reconciliation of requests for reimbursement related to state and federal grants.
    • Develop policies and procedures that direct the reimbursement process for multiple federal and state funding sources.
    • Understand and interpret federal and state statutes and regulations related to grant allowability, requirements and processes to ensure compliance. This includes Carl

      D. Perkins Career and Technical Education Act, EDGAR (Education Department General Administrative Regulations), and OMB Uniform Grant Guidance for federal awards.
    • Coordinate with internal and external partners to accurately reconcile expenditures in alignment with approved budgets, and determine approval or denial of requests for reimbursement.
    • Plan, develop, and deliver professional development and technical assistance to assist in the full liquidation of flow through grants.
    • Direct the statewide fiscal monitoring of Perkins subgrantees in accordance with Perkins law and EDGAR.
  • Coordinate the annual contract process for all intergovernmental agreements, professional services contracts, amendments and related documents.
    • Coordinate with internal partners including Bureau management as well as other CCR specialists to determine needed scopes of work and budget available.
    • Coordinate with Bureau fiscal specialist for requisitions, POs and any other relevant financial processes related to the contracts, which may include processing accounts payables for some or all contracts.
    • Draft consistent contracts for all bureau initiatives, adhering to state procurement guidelines, using up-to-date templates, and including all necessary attachments.
    • Submit all contracts within timelines established by PED procurement division.
    • Keep accurate records of each contract's status and communicate with Bureau leadership.
  • Perform other duties as assigned related to College and Career Readiness.
  • Who are the customers?

    The primary beneficiaries of this work are high school and community college students. Initiative funding is administered to public and charter high schools, public school districts, and public higher education institutions.

    Ideal Candidate

    The ideal applicant shall have:

    • Intermediate to advanced proficiency in Microsoft excel.
    • Experience managing, arranging and interpreting data to determine success of program and to establish workable short, mid-, and long-term goals.
    • Demonstrated experience successfully reaching specific, time bound goals, especially operating with a sense of urgency.

    The ideal applicant may have:

    • Experience with managing a federal grant, with knowledge of EDGAR and Uniform Grant Guidance protocols.
    • Experience teaching, especially Advanced Placement or Career Technical Education.

    Bachelor's degree in Education, Public Administration, or Business Administration and four (4) years of experience as a teacher and/or program administrator. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

    Employment Requirements

    Must possess and maintain a valid New Mexico's Driver's License.

    Working Conditions

    Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.

    Bargaining Unit Position

    This position is covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.
