• Review, analyze, and approve all school district and charter school operating budgets.
• Calculate and monitor the distribution and use of over $4.1 billion in State Equalization Guarantee (SEG) funding.
• Collect and analyze projected and actual student membership.
• Collect and analyze information related to Teacher Cost Index and licensed employees certified through the National Board for Professional Teaching Standards.
• On a quarterly basis, review school district and charter school actual revenues, expenditures, and cash reports.
• Review Emergency Supplemental Awards and Out-of-State Tuition Awards.
• School district or charter school Board of Finance suspensions.
• Provides technical support and training for school district and charter school business personnel.
• Helps develop the public-school support appropriation recommendation in relation to SEG.
• Federal Report NPEFS.
• Federal Report F33.
• Federal Report SLFS.
• Mill levy setting for Capital Outlay and Debt Service Funds.
• Updating of the NM UCoA in OBMS.
• Calculating Rural Population Index for SEG purposes.
• Calculating Energy Efficiency Credits for SEG purposes.
• Updating Entity Data in OBMS (for example UEI).
• Updating PED email lists for Superintendents/Charter Representatives and School Business Officials.
• Creating Bond Certification Certificates to issue GO Bonds or ETNs and other miscellaneous tasks.

This position for the Public Education Department (PED), School Budget Bureau is an oversight agent, monitoring a portion of the 89 school districts and 103 charter schools. The position has multiple responsibilities related to the administration of the state public school funding formula, distributing approximately $4.6 billion to public schools throughout the state. The position also requires extensive technical assistance be provided to school district and charter school staff regarding finance and budgeting issues using state law, PED rule and the Public School Accounting and Budget Manual as criteria.

The position requires review, verification and approval of school district and charter school yearly Operating Budgets and monthly or quarterly revenue, expenditure and cash reports, and additional duties related to school district or charter schools.

Reviews quarterly/monthly reports, Operating Budget submissions, daily budget adjustment requests, and average salaries. Collects data such as Teacher Cost Index, Membership Projections, National Board Certified Teachers, 40D/80D/120D Membership for compilation in the 910B5 to calculate a school district or charter school's SEG. Communicates regularly with stakeholders regarding these job functions.

PED upper management, school districts, charter schools, School Boards, Superintendents, Charter Representatives, Legislators, and the Governor.

• The ideal candidate will have at least 2 years of governmental financial experience.
• The ideal candidate should have a demonstrated ability to read federal and state statute, administrative rule and related policy and procedure to work outputs.

Associate degree in accounting, economics, finance, business administration, or related field and two (2) years of directly related experience in budgeting, accounting, auditing, statistical analysis or similar experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.

Must possess and maintain a valid New Mexico's Driver's License.

Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer and telephone usage. Some sitting, standing, bending and reaching may be required. Some travel may be required.
