The New Mexico Department of Transportation (NMDOT) mission is to provide a safe and efficient transportation system for the traveling public, while promoting economic development and preserving the environment of New Mexico. The Environmental Bureau works to ensure that in the design, construction, and maintenance of our transportation systems all environmental regulations are followed and that any necessary mitigation work is effected to address impacts.

Why does the job exist?

The purpose of this position is to manage the Municipal Separate Storm Sewer System (MS4) Program and institute stormwater mitigation initiatives for the NMDOT. This role ensures compliance with Environmental Protection Agency (EPA) regulations, including the Construction General Permit (CGP), while integrating sustainable stormwater practices into the agency's transportation planning, design, construction, operations, and maintenance. By supporting regulatory compliance, public education, and Green Stormwater Infrastructure (GSI) development, the position plays a critical role in protecting New Mexico's water resources and advancing environmentally responsible transportation systems.

It also contributes to long-term operational efficiency and alignment with state and federal environmental goals.

How does it get done?

The primary responsibilities of this position will include:

* Maintain up-to-date knowledge of the Construction General Permit (CGP), Environmental Protection Agency (EPA) reporting requirements, and relevant regulatory changes.

* Oversee MS4 consultant support and ensure timely execution of EPA-mandated activities.

* Submitting annual reports to regulatory agencies detailing compliance and program effectiveness.

* Monitoring stormwater quality and effectiveness of management practices.

* Utilize the Stormwater Management Plans (SWMP) to monitor pollution prevention and good housekeeping.

* Informing the public about stormwater issues and encouraging participation in pollution prevention.

* Entering construction/post-construction best management practices.

* Support the development and implementation of GSI design standards, specifications, and maintenance for NMDOT construction and maintenance.

* Contribute to the creation of performance metrics to evaluate the success and effectiveness of GSI applications.

Who are the customers?

This position supports the six (6) NMDOT districts in their compliance with MS4 requirements. The Districts are the primary customers and through them we service the people and environment of the state.

Minimum Qualification

Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and four (4) years of experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience
