The purpose of this position is to direct and oversee the Hydrographic Survey Bureau's personnel, resources, and processes to ensure the timely and accurate completion of hydrographic surveys in support of the adjudication of water rights. This position is responsible for strategic project planning, resource allocation, personnel supervision, and interagency coordination. It develops and enforces technical and procedural standards for survey work, ensures compliance with state laws and regulations, and represents the bureau in court proceedings, stakeholder meetings, and public forums as the authoritative voice on hydrographic survey operations.

• 1. Lead and supervise Hydrographic Survey Bureau staff by establishing clear expectations, providing coaching and professional development, conducting performance evaluations, fostering a collaborative and productive work environment, and addressing personnel and disciplinary matters as needed.
• 2. Manage the Bureau's project portfolio by planning, prioritizing, assigning, and monitoring multiple hydrographic survey and water rights adjudication projects. Ensure work is completed accurately, efficiently, and on schedule while balancing workloads and available resources.
• 3. Provide technical oversight and improve business processes by maintaining sufficient expertise in hydrographic surveying, GIS, GPS, and related technologies to evaluate work products, identify workflow inefficiencies, implement process improvements, and ensure consistent technical quality without serving as the primary technical contributor.
• 4. Coordinate Bureau operations and communicate effectively with agency leadership, legal staff, engineers, surveyors, contractors, and other stakeholders. Prepare and review technical reports, correspondence, policies, procedures, and presentations, and communicate complex technical information clearly in both written and verbal formats.
• 5. Support strategic planning and continuous improvement by developing and documenting bureau standards, modernizing workflows, recommending technology and resource improvements, and aligning bureau operations with the Office of the State Engineer's mission and priorities.
• 6. Perform other duties as assigned in support of the Hydrographic Survey Bureau and the Office of the State Engineer.

The ideal candidate will have the following experience and ability:

• 1. Experience supervising, mentoring, and developing professional staff while fostering a collaborative and accountable work environment.
• 2. Experience managing multiple complex projects, including planning, prioritization, scheduling, and contractor oversight.
• 3. Experience with hydrographic surveys, GIS (ArcGIS Pro), spatial databases, water rights adjudication, and related technical workflows.
• 4. Ability to identify process improvements, solve complex technical problems, and exercise sound engineering judgment.
• 5. Excellent written and verbal communication skills, with the ability to explain technical information to staff, stakeholders, and the public

Bachelor's Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

• Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Required to drive a state vehicle. This position will also require fieldwork to investigate agricultural tracts of land. Must be able to lift 25 lbs. Must be able to walk in the field on uneven terrain.
