The Office of the State Engineer oversees the diversion and use of surface water and groundwater throughout New Mexico.
The Statewide Projects Bureau supports this mission by safeguarding the state's water resources through the licensing of water well drillers and oversight of water well construction. These efforts help protect the water rights of all New Mexicans, prevent water waste, and reduce the risk of contaminant migration. We accomplish this by regulating licensed water well drillers, conducting field inspections during drilling and after well completion, developing guidance and outreach materials, and reviewing technical reports from local, state, and federal agencies that may influence the availability of water for beneficial use.

This exciting and dynamic position serves as a backup to the Statewide Projects Bureau Chief. To support the protection of the waters of the State of New Mexico, you may be conducting field investigations on water well completions one day and participating in meetings with the NMED and EPA the next. To successfully carry out these varied responsibilities, you will develop knowledge in the drilling and completion of water wells, Underground Storage and Recovery (USR), and Notice of Intent (NOI) applications within the State of New Mexico.

This role provides essential backup to the Statewide Projects Bureau Chief while giving you hands-on experience and responsibility from day one.

• Learn and perform field investigations on water wells
• Author field investigation reports and compliance letters
• Collaborate with multiple bureaus to develop and maintain databases that track permits and activity for Underground Storage and Recovery (USR) projects and Deep Well Notice of Intent (NOI) wells
• Play a direct role in coordinating, analyzing, and reporting on statewide water-related projects

The work provided by this position serves management, staff, consultants and the general public.

The ideal candidate will have the following:

• Knowledge of subsurface geology/hydrogeology, and well construction.
• Knowledge of the Statutes and Codes that govern the licensing, drilling and completing of water wells.
• Understanding of statutes and regulations governing water use in NM.
• Knowledge of New Mexico water rights and the administration of those rights.
• Experience in public speaking and/or training professionals.
• Knowledge of the tools used to research water data and water rights in new Mexico.
• Experience installing or plugging wells.

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

This position is required to drive a state vehicle. Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Office setting, exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Occasional exposure to outdoor work which may be accompanied by extreme weather.

This position is not covered by a collective bargaining agreement.
