Primary Purpose

Reviews, issues, inspects and verifies compliance of all requirements as set forth in the road cut ordinance and in accordance with the Manual on Uniform Control Division (MUTCD).

Essential Job Functions
  • Administers Santa Fe County road cut ordinance recommendations shall be in accordance with the Manual on Uniform Control Division (MUTCD).
  • Coordinates with outside agencies or firms when necessary to obtain information; prepares and updates regulations regarding issuance of referenced permits.
  • Reviews and issues utility road cut permits; reviews all excavation/ restoration permits upon receipt for technical accuracy; maintains daily log of permits on County Property; conducts field inspections to verify compaction and proper backfill and proper patching of asphalt on road cuts; ensures that proper procedures are followed pertaining to backfill, compaction, asphalt restoration, re-vegetation, and safety.
  • Responds to questions and concerns from the public; and assists with summary reports on analysis of data and other informational items as necessary.
  • Maintains current contractor file information as required in the road cut ordinance from all perspective contractors.
  • Assists in the collection and verification of road cut related field data throughout the County using GPS equipment or other devices and enters information into work order module for data management.
  • Prepares, updates, and maintains regulations pertaining to referenced permits and maintain documentation.
  • Conducts field inspections
  • Meets with contractors or the public for pre and post construction meetings as needed.
  • Drafts policies and procedures related to records management for review by Departments.
  • Collects and inputs GPS data of all Santa Fe County Traffic related devices to include signs, pavement markings, street lighting, etc.
  • Acts as Records Custodian and implements County procedures for compliance with Inspection of Public Record Act requests.
  • Assists other traffic staff in performing field investigations to support traffic analysis, traffic studies, permit review and construction inspections.
  • Ensures proper care and follows established safety protocols in the use and maintenance of equipment and supplies; promotes continuous improvement of workplace safety and environmental practices.
  • Performs other duties as directed or assigned.
Knowledge/Skills
  • Basic knowledge of computers, data bases, work processing, spreadsheets, drafting and traffic engineering software; of compaction and backfill procedures; of Public Works construction and engineering terminology; of traffic principles and practices; and of safety regulations on utility cuts, road design, and land use easements. Ability to listen, express concern, accept criticism and maintain confidentiality; to exercise judgment, experience, and innovation in resolving citizen concerns;

    to compile, analyze and interpret data; and to present information in a clear and concise manner, both verbally and in writing.
  • Ability to use Flexi Sign Making Software, ArcGIS Collector, and Lucity Work order system.
  • Ability to compile, analyze and interpret data.
  • Familiarity with all regulations as set forth in the Manual for Uniform Traffic Control Devices (MUTCD) latest Edition.
Minimum Qualifications
  • High school diploma or equivalent plus three (3) years of work experience in traffic principles and practices, highway construction engineering or design or related field.
  • Obtain and maintain ATSSA Traffic Control Supervisor, IMSA Work Zone Control Technician and Signs and Markings Level I and II certifications within six (6) months of the date of hire.
