The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.

Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The purpose of this position is to perform field and desk audits within the Royalty Division of medium to large oil and gas companies based on the royalty reporting that is associated with oil, gas and other mineral production derived from state trust land.

This position ensures compliance with New Mexico Statutes and State Land Office rules, provides royalty remitter assistance and promotes remitter knowledge to participate in special projects as necessary in order to maximize assessment, and collection of royalties and ensure the public schools, universities and hospitals throughout the state are receiving their accurate share of royalty revenue. Independently or as a team member, this position shall conduct audit tests of transactions to determine if the proper volumes, product values, and allowable deductions are reported by the state lessees and that proper royalties have been calculated and paid.

This position shall guide, assist, and direct other team members in the application of the procedures, and provide training to other staff members and/or industry. This position shall continually be involved in and actively contribute to all phases of the audit process (including audit selection, pre-audit, field work, documentation and post-audit) from the initial audit assignment to the completion of the final audit package.

How does it get done?

This position performs field and desk audits of mid to major oil and gas companies, address complicated issues related to royalty calculations, ensure compliance with NM Statutes and NMSLO rules, participate in special projects to enhance the audit program, and promote royalty remitter knowledge.

Internal:
Oil, Gas, and Minerals Division;
Administrative Services;
Commercial Division;
Legal Division;
Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).

External:
New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; other government entities (state, federal, city, county, tribal).

Ideal Candidate

The ideal candidate will have:

-Five years of experience in accounting, auditing, finance, tax processing, or compliance, including working knowledge with computer software applications (Microsoft Office); and
-Oil & gas revenue accounting experience preferred.

Minimum Qualification

Four (4) years of experience in Accounting, Auditing, Taxation, Collections, Finance, and/or Budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.

Must obtain and maintain a State of New Mexico Driving Certificate.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. 25% in state and out of state travel is required.
