he New Mexico Department of Transportation (NMDOT) Budget Bureau plays a critical role in supporting the Department's mission to provide a safe, efficient transportation system while promoting economic development and protecting New Mexico's unique environment. The Budget Bureau is responsible for preparing the Department's annual budget request, submitting the operating budget, and managing the annual rollover process.

The team ensures that all funds are utilized in accordance with authorized appropriations and provides essential financial oversight and guidance to every division and bureau within NMDOT. This includes managing NMDOT
¿ s $1.3 billion annual operating budget, which spans four major programs:
Project Design & Construction ($820 million), Highway Operations ($323 million), Business Support ($57 million), and MODAL ($109 million).

As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.

The position within the New Mexico Department of Transportation (NMDOT) entails serving as an oversight agent responsible for monitoring various bureaus, collectively managing an operating budget of $1.3 billion. This role involves active engagement with four distinct funding sources and the delivery of technical assistance to internal stakeholders, while ensuring the effective and efficient allocation of departmental resources.

How does it get done?

The primary responsibilities of this position will include:

* Annual development and preparation of appropriation and budget requests for one of the four programs within NMDOT.

* Monitor and analyze monthly revenues and expenditures, identifying any discrepancies from the planned budget and proposing effective solutions as necessary.

* Preparation of Budget Adjustment Requests (BARs) and Realignment of Budgets (ROBs) will be required as deemed necessary.

* Conducting bi-weekly reviews of payroll projections and providing recommendations regarding hiring when appropriate.

For State Transportation Commission Board, Executive Management and internal customers.

Ideal Candidate

The ideal candidate will have preferred education and/or experience in the following:

* Experience using Microsoft Office applications, including Word, Outlook, Excel, and PowerPoint.

* Strong analytical and problem-solving skills, with the ability to identify issues and develop effective solutions.

* Excellent customer service skills, including professional communication and positive relationship building.

* Knowledge of budget processes, including budget preparation, monitoring, and expenditure tracking.

* Knowledge of the Statewide Human Resources Accounting Reporting (SHARE) Financial System and its financial reporting functions.

Minimum Qualification

Associate Degree in Accounting, Finance, Business Administration, or related field and two (2) years of experience performing budget preparation, financial document preparation and management, policy/program analysis, budget monitoring, governmental accounting, and/or federal grant reporting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Direct client interaction and some travel may be required. Ability to lift 25 lbs.
