Description:

The State Treasurer's Office (STO) is an independently elected constitutional office that manages the State of New Mexico's financial assets and banking operations. The agency provides cash management services to state agencies; invests funds on behalf of state agencies and local government investment pools; administers New Mexico's ABLE and retirement savings programs; oversees and validates banking transactions; serves as the paying agent for the State's outstanding debt and bond obligations;

and ensures compliance with the State's collateral policy for financial institutions holding public funds.

Why does the job exist?

This position exists to support the State Treasurer's investment operations by managing post-trade processes, maintaining accurate financial records and overseeing repurchase agreement activities. The role also provides analytical support and helps train coworkers to maintain continuity and operational integrity. This position reports to the Transaction Manager and is part of the Cash Management Division. The role involves regular collaboration with stakeholders in different regions, but all must adhere to financial market deadlines that operate on Eastern Time (ET).

Adhering to required timelines is essential for this role, as delays can disrupt operations and affect the Office's financial outcomes.

How does it get done?

Employee is responsible for overseeing and conducting daily investment transactions using data from the NM State Treasurer's Office investment accounting system, the State of New Mexico financial accounting system, the investment custodian bank, investing banks, and directives from portfolio managers and investing state agencies.

This position works with internal divisions such as the investment division to administer the repurchase agreements by reviewing cash balances and analyzing the daily breakdown needed to allocate and manage repurchase transactions.

This position conducts monthly reconciliations of investment earnings/income and manages several daily operational tasks, including forwarding balances to a third-party investor (repurchase securities coordinator), completing daily repurchase allocations, initiating, and confirming daily wires, completing the overnight investment folder, and submitting memo postings to the custodian bank and fiscal agent bank.

This position applies advanced analytical skills, provides customer service to internal and external stakeholders, independently performs complex investment-related tasks, provides backup coverage to the Investment Transaction Bureau within the Cash Management Division, and will assist in training staff to ensure consistent understanding of investment procedures, internal controls, and operational workflows.

Ideal Candidate
  • Experience in finance, accounting, investments, banking, treasury operations, or a related field.
  • Strong analytical, organizational, and problem-solving skills.
  • Experience performing financial reconciliations and working with complex financial data.
  • Excellent communication and customer service skills.
  • Proficiency using financial systems and Microsoft Office applications, particularly Excel.
  • Ability to manage multiple priorities while meeting strict daily deadlines.

Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.

Bargaining Unit Position

This position is covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.
