Emergency Management Communications, Outreach, and Volunteer Coordinator

Under the supervision of the Emergency Management Director, the Emergency Management Communications, Outreach, and Volunteer Coordinator (Coordinator) position is responsible for the Public Information and Warning Core Capability as described in the National Preparedness Goal (2nd Edition). This position is also responsible for emergency preparedness outreach and education, as well as supporting the County's Community Emergency Response Team (CERT) program.

Essential Job Functions

Public Information and Warnings

  • Prepare and maintain public information access in the event of an emergency, including preparing press releases, answering inquiries from the news media and the general public, and arranging interviews and/or news media access to the locations involved with the incident.
  • Provide emergency public information to the public, including, but not limited, to evacuation orders and information.
  • Manage subscription-based text, email, and call notifications; reverse 9-1-1; the Emergency Alert System (EAS) which broadcasts over the radio, television, and other mediums, and Wireless Emergency alerts.
  • Develop and maintain crisis communications strategy and procedures as part of County's overarching Emergency Operations Plan (EOP). Includes development of hazards-based pre-scripted messages for the general public including non-English-speaking, deaf and hard-of-hearing, and other communities that may not have ready access to traditional English-based audio and visual alerts and warnings.
  • Develop and maintain Joint Information Center (JIC) procedures and operational readiness, including JIC equipment testing and maintenance, contact lists, checklists, tools and applications, files, templates.
  • Serve as JIC Manager during JIC activations for emergencies and pre-planned events.
  • Serve as OEM Public Information Officer (PIO) in the Emergency Operations Center (EOC) during emergencies that do not require a JIC activation. Serve as OEM media spokesperson.
  • Develop, conduct, and manage JIC training for County and partner agency PIOs.
  • Manage OEM media and marketing content, including OEM website, social media platforms, and other marketing materials.
  • Collaborate on the development of emergency public messaging strategies and protocols with regional, state, federal, and private sector partners. Attend regional and state PIO working group meetings. Develop relationships and crisis communication strategies with local news and media outlets.
  • Provide EOC and JIC presentations to visitors, partner agencies, council members, and elected officials and dignitaries.

Public Outreach and Education Program

  • Develop, manage, and implement community preparedness outreach and education program.
  • Strategize solutions and approaches to ensure the community preparedness outreach and education program is reaching all sectors of the community in a sustainable, audience-friendly, and equitable manner.
  • Develop public outreach and education material, including presentations, printed literature, speeches, community awareness campaigns, public educational booths, and training programs.

Volunteer Coordination

  • Serve as primary point of contact in providing information and direction related to OEM's volunteer Community Emergency Response Team (CERT) program.
  • Coordinate community events involving CERT volunteers.
  • Recruit, interview, and assist with training new CERT volunteers.
  • Maintains appropriate files on volunteers, events, activities, and track donated hours of volunteers.
  • Work closely with Santa Fe County Communications Coordinator.
  • Perform other work in support of the County's Office of Emergency Management as required.
