Under the supervision/direction of the Human Resources Department (HR) Director, this role is responsible for assistance to the HR Director in the development, implementation and maintenance of a fair, equal, and comprehensive HR Program. This includes HR operations, HR staff supervision, talent acquisition, pay and classification, employee benefits, employee development and training, employee wellness, employee relations and discipline, and strategic planning.

- Performs Human Resources duties in an office setting.
- Create and maintain Reference Desk Manual of duties and responsibilities.
- Assist in the planning of human resources functions and staff development.
- Provide support to departments, interpreting laws, rules, regulations and policies related to human resources.
- Assist in recommendations for policy and procedural changes.
- Assist in the upkeep of the approved salary plan and in updating the employee census and working with the contractor on updates for the plan.
- Assist in the development and implementation of the department budget, goals and objectives.
- Provide assistance to HR staff in completing their duties as needed.
- Respond to requests for information from employees, community members, tribal officials and the general public regarding HR procedures, programs, job opportunities, benefits and related information.
- Assist employees with iSolved training and issues (e.g., timecard issues, tax wizard, EE uploading documents).
- Serve as the lead resource for team leaders in handling employee issues; assist in counseling, evaluations, staff training, problem-solving and consensus-building.
- Assist with processing complaints regarding sexual harassment, discrimination, or other workplace harassment and assist in investigations and disciplinary actions as needed.
- Communicate with the 3rd party background company; check background portal daily for updates; follow up on incomplete sections and adjudicate backgrounds; finalize background through adjudication and maintain files.
- Lead contact with the Department of Justice Fingerprinting Program and maintenance of documentation.
- Assist with recruitment, interviews, and promoting vacancies at Job Fairs.
- Assist HR Generalist with employee benefits, including yearly enrollment, form issuance, form follow-up, benefits portal entries, and invoice/deduction reconciliation.
- Check unemployment portal daily and process required documents for unemployment claims, including HR representation for hearings when needed.
- Other duties as assigned or required.
- Knowledge of tribal, federal, and state laws and regulations related to human resources.
- Knowledge of research methods, techniques, and standard sources of information as they relate to HR.
- Knowledge of policy analysis theory and techniques, fiscal, grant and budget administration.
- Knowledge of SCP policies related to funds expenditure and required fiscal documentation.
- Knowledge of funding source agreements and requirements for approved positions.
- Knowledge of applicable Code of Federal Regulations.
- Knowledge of SCP personnel hiring, pay, discipline and termination procedures.
- Knowledge of methods of motivation, organization, supervision and evaluation; ability to emphasize accountability.
- Knowledge of time management and its impact on well-being and stress.
- Knowledge of Equal Opportunity, Civil Rights, Age Discrimination in Employment Act, Sexual Harassment prohibitions.
- Knowledge of conflict resolution steps; problem-solving techniques; project evaluation procedures.
- Strong leadership, supervisory, negotiation, and interpersonal skills; ability to build group consensus.
- Ability to develop insights to improve situations, increase efficiency, or mitigate safety problems; effective team collaboration with staff and tribal leadership.
