Why does the job exist?

The IT Contracts Manager ensures the Environment Department can effectively deliver its mission by securing, managing, and maximizing the value of IT Professional Services. The role exists to provide agency-wide oversight of IT contracts, ensuring vendors meet expectations, deliverables are completed as agreed, and contract expenditures remain aligned with budgets and timelines. By maintaining strong monitoring and governance over contract performance, burn rates, and compliance, the position protects the agency from financial, operational, and service-delivery risks.

This position also supports organizational strategy by contributing to the development of IT contracts and budgets, coordinating procurement and invoicing activities, and working closely with project managers and financial staff to ensure that IT projects have the resources and oversight needed for successful execution. Through collaboration with IT leadership, OIT leadership, project teams, and financial managers, the role helps ensure that IT initiatives are well-scoped, cost-effective, and aligned with department priorities and fiscal planning needs.

How does it get done?

- Develop, route, and manage IT Professional Services contracts through their full lifecycle, ensuring compliance with scope, terms, and allowable activities
- Track contract performance, expenditures, burn rates, deliverables, and contractor-reported hours using agency tools, reconciling all data against invoices
- Create and manage Purchase Orders, process and reconcile invoices, and maintain accurate financial records for all general and professional IT contracts and services
- Support IT projects by serving as Project Budget Manager, monitoring project budget use, and alerting leadership to any issues with scope, spending, or deliverables
- Monitor and track OIT budget activity and collaborate with IT leadership to prepare annual budget proposals

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate

The ideal candidate will have experience in the following:
- Demonstrated strength in government contracting and procurement processes, especially within State of New Mexico frameworks
- Familiarity with IT project environments, including working within Agile or collaborative project teams
- Strong proficiency with Microsoft Excel and comfort using a variety of web-based tools
- Ability to understand technical terminology and IT project management concepts
- Skill in drafting, reviewing, and interpreting IT contracts

Minimum Qualification

Bachelor's Degree in Business Administration or IT related field and four (4) years' experience with government contracts with an emphasis on IT. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required
