Supervises operators and labor crews and ensures the completion of road maintenance work in a safe and efficient manner. Reviews and maintains road conditions and structures, and responds to citizen complaints and concerns. Serves as working foreman and operates heavy equipment. Equipment includes, but is not limited to, mulcher, conveyor broom, mower, water truck, double drum roller, sheepsfoot roller, skid steer, jetter trailer, dozer (D4), pneumatic roller, sweeper, jetter truck, scraper, backhoe, loader, excavator, chip spreader, unimog, grader, paver, dozer (D8), and transport semi-truck.

  • Assigns and supervises road maintenance crew in the performance of road maintenance of the County; interprets construction drawings and documents to provide direction to crews related to the construction or maintenance of structures, sub grade, base course, paving and items related to road maintenance; serves as a working foreman and operates heavy equipment efficiently and safely; instructs subordinate employees; maintains daily log of work performed, equipment and personnel used, roads that have been graded and areas that have been scheduled for work.
  • Improves road maintenance crew effectiveness by coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, and monitoring job tasks and results; approves timesheets and conducts evaluations of operators and labor crews.
  • Recognizes and enforces safety practices during maintenance operations; assists Road Superintendent in continual evaluation of operational procedures, development and implementation of new practices and responsiveness to public needs; oversees and performs snow removal operations; transports equipment and materials to work site.
  • Interviews job applicants; and meets on a regular basis with the public through scheduled appointments to address their concerns regarding County road conditions.
  • Maintains contact with vendors; obtains quotes for equipment, supplies and materials; submits purchase requisitions.
  • Maintains professional and technical knowledge by attending trainings and workshops and keeps abreast of new technologies.
  • Collects and inputs GPS data for all Santa Fe County roads, drainage, signs and traffic devices.
  • Ensures proper care and follows established safety protocols in the use and maintenance of equipment and supplies; promotes continuous improvement of workplace safety and environmental practices.
  • Performs other duties as directed or assigned.
Knowledge / Skills
  • Considerable knowledge of road maintenance operations, including asphalt properties and patching procedures and overall road equipment; proper safety practices and occupational hazards; tools, materials and equipment used in making road repairs;

  • Working knowledge of motor graders, front end loaders, excavators, skid steers, backhoes, dump trucks, water trucks, tractor trailers, sweepers, mowers, pickups, pavers, chip spreaders, rollers, transits, lasers, shovels, rakes, chainsaws, pickaxes, impact hammers, torches, welders, and other tools, equipment or machinery used in road maintenance and construction.
  • Ability to determine needed repairs on road surface, shoulders, structures, signs and drainage facilities; supervise a group of workers engaged in road maintenance; respond to emergency road damage situations in any type of weather conditions; exercise initiative and sound judgment in routine matters; prepare reports and establish and maintain effective working relationships with associates and the public.
  • Ability to use ArcGIS Collector and Lucity work order system.
  • High school diploma or equivalent plus any combination of training and experience in construction technologies, equipment and processes totaling six (6) years, one (1) year of which must have included experience at the level of a Heavy Equipment Operator Lead or one (1) year supervisory experience.
  • Must possess a New Mexico Commercial Driver’s License (CDL) Class A or

    B.
  • Must possess CDL Tanker Endorsement or be able to obtain within six (6) months of data of hire.
  • Must possess ATTSA/ACNM Traffic Control Supervisor certification or be able to obtain within six (6) months of date of hire in order to meet NMDOT requirements for managing road closure work zones.
  • Must obtain NM Edge Public Supervisor Certification within two (2) years of date of hire.
  • Must possess and maintain OSHA and First Aid, CPR and AED certifications or obtain within six (6) months of hire (training provided by Santa Fe County).
Working Conditions

Work is performed outdoors in varied weather conditions with exposure to dust, fumes, airborne particles, allergens, and extreme heat or cold.
