Position Overview
The City of Santa Rosa is excited to announce a highly-qualified candidate for Utility System Superintendent. Utility System Superintendent is a section head in the Water Department. Under the general direction of the Deputy Director – Water and Sewer Operations, the incumbent exercises considerable independent judgment in the construction, repair, maintenance and operation of the City’s water distribution, urban recycled water, and wastewater systems.
This role requires professional and advanced technical knowledge to research, analyze, plan and implement water, urban recycled water and wastewater operations.
The ideal candidate will have an understanding of potable water distribution, wastewater collection, urban water reuse systems, including testing, wastewater cleaning, CCTV, leak repair, pumping facilities, fire hydrant maintenance, meter installation, emergency response and construction of water/wastewater systems. They will have strong written communication skills, be able to manage multiple complex projects, supervise, coach, mentor, build relationships and produce well-written documents for diverse audiences.
EssentialDuties
- Organize, schedule, assign, supervise and coordinate underground excavation, construction, maintenance and repair of domestic water distribution, urban recycled water and wastewater collection systems.
- Maintain water quality to state and federal guidelines.
- Maintain and operate the wastewater collection system in accordance with all regulations.
- Oversee leak detection, meter shop, valve turning, and inflow/infiltration monitoring programs.
- Select, supervise, train and evaluate subordinates.
- Develop, implement and monitor a safety program in accordance with OSHA guidelines.
- Confer with engineers, contractors, the public, and other City staff regarding projects and problems.
- Receive, investigate, and resolve complaints.
- Plan, prepare and monitor budget preparation and administration.
- Supervise the maintenance of time, material and equipment use records.
- Review project engineering plans and drawings; recommend changes.
- Oversee updating of maps for new water system construction.
- Evaluate work methods and recommend improvements.
- Assist in standard upgrades of water, urban recycled water and wastewater systems.
- Implement goals, objectives, policies and priorities.
- Inspect field projects in progress and upon completion.
- Prepare cost estimates for construction and maintenance activities.
- Oversee the underground service alert program.
- Provide technical advice and assistance on difficult work problems.
- Abide by all federal and state permits or licenses.
- Produce California Integrated Water Quality System (CIWQS) reporting.
- Requisition supplies and materials.
- Check water, urban recycled water and wastewater system facilities for needed maintenance and repair.
- Update and self-audit the Sewer System Management Plan (SSMP) and the Sanitary Sewer Overflow Emergency Response Plan (SSOERP).
- Secure and maintain necessary permits.
- Report all potable water or sewer discharges to appropriate agencies within required time limits.
- Perform related duties as assigned.
Principles of organization, administration, budget and personnel management; methods, practices, materials and equipment used in construction, maintenance and repair of water systems; production, storage, pumping, disinfection and distribution of domestic drinking water; water treatment techniques; regional, state and federal water quality and wastewater collection laws; use of telemetry; principles of hydraulics; water system characteristics; occupational hazards and safety precautions; chlorination equipment;
civil engineering principles applied to water systems.
Plan and direct activities of supervisory and operational personnel; work cooperatively with other City departments and external agencies; identify and resolve problems; establish work procedures and priorities; interpret engineering plans; prepare reports; maintain records; select and evaluate subordinates; use basic computer skills.
