Utility System Superintendents are a section head in the Water Department. Under the general direction of the Deputy Director – Water and Sewer Operations, an incumbent exercises considerable independent judgment in the management of the construction, repair, maintenance and operation of the City's water distribution, urban recycled water, and wastewater systems. The work involves responsibility for the application of professional and advanced technical knowledge and skills to affect the research, analysis, planning and implementation of water, urban recycled water and wastewater operations.
The ideal candidate will have an understanding of the operational aspects of a potable water distribution, wastewater collection, and urban water reuse systems including testing, wastewater cleaning, CCTV, leak repair, water/wastewater pumping facilities, fire hydrant maintenance, installation of water meters, operational emergency response, and general construction of water/wastewater systems. They will also have strong written communication skills and the ability to manage multiple complex projects and operational situations, often simultaneously.
The candidate will have experience supervising, coaching and mentoring, building strong relationships with internal and external stakeholders, and experience producing well written documents for a range of audiences.
- Organize, schedule, assign, supervise and coordinate through subordinate supervisors the underground excavation, construction, maintenance and repair of the domestic water distribution, urban recycled water and wastewater collection systems
- Maintain water quality to State and Federal guidelines
- Maintain and operate the wastewater collection system in accordance with all regional, state and federal regulations
- Oversee the City's leak detection, meter shop, valve turning, and inflow/infiltration monitoring programs
- Select, supervise, train and evaluate subordinates
- Develop, implement and monitor a safety program in accordance with OSHA guidelines
- Confer with engineers, contractors, the public, other Water and City staff regarding projects and project problems
- Receive, investigate and resolve complaints
- Plan, prepare and monitor budget preparation and administration
- Supervise the maintenance of time, material and equipment use records
- Review project engineering plans and drawings with the Utility System Supervisors, making change recommendations based on field observation and operational problems
- Oversee the updating of maps of new water system construction
- Evaluate work methods and procedures used in field operations, recommending improvements
- Assist in water, urban recycled water and wastewater system standard upgrades
- Implement goals, objectives, policies and priorities
- Inspect field projects in progress and upon completion
- Prepare cost estimates for water, urban recycled water and wastewater system construction and maintenance activities
- Oversee the underground service alert (USA) program
- Provide technical advice and assistance on difficult work problems
- Abide by all Federal and State permits or licenses
- California Integrated Water Quality System (CIWQS) reporting and updating
