IT Contracts and Procurement Analyst – Sonoma County
Salary
:
Up to $60.72 hourly ($126,729 per year), plus competitive total compensation package.
- Collaborating with vendors, customer departments, and internal stakeholders.
- Reviewing vendor proposals and overseeing software licensing, including renewals, compliance tracking, and usage optimization.
- Serving as a liaison between IT staff, vendors, and departments to ensure solutions meet operational needs.
- Assisting with negotiating contracts, pricing, and service terms in coordination with central purchasing and legal staff.
- Maintaining accurate inventory and documentation of IT assets and licenses.
- Working with fiscal staff to align procurement activities with budget planning and fiscal controls, including communication on renewals and contract obligations.
- Researching products, developing specifications, and recommending purchases.
- Partnering with IT leadership, procurement, and legal staff on final vendor selection, contract approval, and policy compliance.
- Knowledge of procurement practices such as competitive bidding (RFP/RFQ), contract development, and cooperative purchasing.
- Understanding of technology purchasing, including software licensing models (MSA, ELA, subscriptions, renewals).
- Familiarity with public purchasing laws and policies.
- General IT knowledge to support hardware, software, and technical specification review.
- Experience working with multiple stakeholders.
- Proficiency with Excel and financial/purchasing systems, plus service ticket platforms.
- Ability to skillfully research IT products and compare licensing structures.
- Working knowledge of IT environments, including hardware, software, networks, and cloud services.
- Strong communication skills with the ability to interact with technical and non‑technical audiences.
- Reliability and collaborative problem‑solving in a team‑oriented environment.
- Software license or asset management experience is desired but not required.
- No valid California driver’s license required.
- Working knowledge of software packages and operating systems commonly used on personal computers and networked systems, including word processing, spreadsheets, databases, file recovery, backup, and other utilities.
- Principles and practices of software and hardware installation and repair.
- Computer operations, including operating systems and software products.
- Local and wide area network installation, management, security, and operation.
- Methods and techniques of troubleshooting hardware, software and inter‑connectivity problems.
- Principles and practices of training system users.
- Principles and practices of ensuring data security.
- Methods and techniques of providing support to users.
- Identify, analyze and define information technology needs, collect information, establish facts, and draw valid conclusions.
- Provide technical support in area of expertise.
- Identify, troubleshoot, analyze and resolve customer/user problems.
- Understand, interpret and explain hardware and software application solutions to users.
- Research technical materials to provide solutions to problems.
- Write and modify instructions, procedures, manuals, documentation.
- Understand and respond to problems related to data communications, networks and systems interconnectivity.
- Work cooperatively and effectively with staff, customers, vendors, and the public.
- Effectively listen and communicate information to persons with diverse knowledge and experience.
- Perform a variety of tasks in a consistent and accurate manner.
- Read, analyze and take corrective action or refer problems to appropriate staff.
- Prepare clear, concise and accurate oral and written reports.
Applicants for this position must have access to the Sheriff’s Office or Probation Department facilities and will undergo a security clearance after hire. Successful completion of the probationary period may be contingent upon passing the security clearance, which may involve a Personal History Statement packet, live‑scan fingerprint‑based criminal history checks, warrant checks, written reference checks, and other standard background investigations.
