Under general direction, plans, schedules, assigns, reviews and supervises the work of staff performing passenger rail service. Performs dispatch duties for passenger trains, train control, and radio communication duties; plans and coordinates day-to-day passenger operations; ensures appropriate staffing for transit operations and services; serves as a liaison among engineers, conductors, and management to ensure safe and consistent service delivery; provides appropriate staff training;
ensures staff adheres to District policy and procedures; provides staff assistance to management in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises direct supervision over train crews and bridge tender staff.
Class Characteristics
This is the supervisory-level class that exercises independent judgment on diverse and specialized transit services and operations on an assigned shift. Incumbents are responsible for supervising, reviewing, and evaluating the work of staff and providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines .

Ø Organizes, assigns, supervises, and reviews the work of staff performing passenger operations duties in the Transportation division. Performs railroad dispatch, train control, and radio communications; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
Ø Monitors activities of transit services and operations; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes and reviews with appropriate management staff; implements improvements.
Ø Oversees rail operations by use of computer-generated displays; monitors and interprets train control display board, computer workstation displays and radio communications to determine the status of revenue passenger train operations; responds with appropriate computer commands and verbal instructions to Engineers and other Operations personnel to maintain system performance and safety.
Ø Resolves complex customer questions and provides information to the public; investigates and responds to complaints and inquiries from staff, passengers, other departments, and agencies; recommends corrective actions to resolve issues.
Ø Assists, monitors, and oversees staff with special re-routing due to rail closures caused by weather, street construction, or traffic accidents.
Ø Responds to critical incidents and accidents, reports of trespassers, and right-of-way issues .
Ø Serves as a bridge tender; operates drawbridges to ensure the safe passage of water, rail, vehicle, and pedestrian traffic.
Ø Recommends schedule adherence to ensure adequate coverage of all transit routes and dispatch services.
Ø Performs various field supervisory duties such as customer relations, on-time performance, ride checks, route evaluation, re-routing, transit stop and passenger shelter inspections, and accident/incident investigations.
Ø Reports discrepancies and/or unsafe conditions to appropriate personnel; recommends and implements corrective actions; coordinates with management for the maintenance and repair of vehicles.
Ø Serves as dispatcher, engineer, or conductor in cases of emergency or due to unforeseen circumstances such as staffing shortages.
