Job DescriptionThis is a professional level position responsible for the development, adoption and implementation of the capital budget for assigned areas. This position will also serve as the subject matter expert for projects involving capital financial management and related analysis. This position is responsible for performing all related assignments within the County policies and procedures as well as any applicable State and Federal requirements.
Monitors programs and fiscal operations, develops, analyzes and evaluates data, prepares reports and documentation for fiscal/financial transactions to ensure that budgets are executed in accordance with approved plan, statues and guidelines. Serves as the Subject Matter Expert "SME" for area assigned. Performs advanced analysis. Provides expert legal and fiscal guidance and oversight prior to the transfer, interchange, and expenditure of funds.
Responsible for the Capital budget development and maintenance for assigned Departments/CIP Categories.
Responsibilities and activities for the assigned Departments/CIP Categories related Capital Improvement Program projects include:
- Establish, maintain, and manage Organization Codes (i.e., creation, budgeting, funding, reporting, monitoring, etc).
- Forecast/manage/maintain the General Government related Special Revenue Funds and Construction Funds.
- Create/process Budget Resolutions, Administrative Appropriation Transfers, Journal Entries, Municipality Reimbursements.
- Provide funding info/review CIP project eGenda items for accuracy and completeness.
- Maintenance/management of the Public Works Share Point Site CIP project billing table.
- Process Public Works billable time (each pay period).
- Attend/participate in Public Works staff meetings.
- Gov Max maintenance of project/fund information (input/balancing by project/fund for the Estimates, Expenditures & Revenue).
- Funding verification/monitoring for all CIP Project charges (POs, Contracts, etc).
- Assist in the balancing of the Surtax 3 Program.
- Other assignments/presentations/support as needed.
- Serves as back-up for other CIP Consultants during times of absence or unavailability.
- Performs special projects/analysis/reporting.
- Partners with Departments and/or other agencies. Participates on high level strategy teams across functional areas to develop innovative approaches for meeting fiscal challenges. Develops strong, facilitative relationships. Mentors, educates and assists colleagues and customers in all phases of financial management.
Work Hours:
Monday – Friday, 8:00 a.m. – 5:00 p.m.
A Bachelor's Degree in Public Administration, Business, Finance, Economics, Statistics, or other related field and minimum of 3 – 4 years of progressively responsible experience.
A Master's Degree in related field may be substituted for one year of the required experience. OR
Related experience or certifications may substitute for the required education.
Pay$50,024.00 - $58,240.00
