Job Title:
Secretary General of the Municipality
Under the direction of elected officials, the secretary general of the municipality implements the policies developed by the municipal team and coordinates the services of the municipality with its material, financial, and human resources. They ensure the organization and coordination of municipal services by establishing connections between different actors (elected officials, employees, residents, associations).
Required ProfileKnowledge:
Possess a good territorial culture, conduct territorial surveillance;
Know the areas of expertise of municipalities and intercommunal authorities and their organization;
Understand the status of the Territorial Public Service, master civil status and urban planning rules;
Know the regulatory procedures for public procurement and contracts;
Know the budgetary and accounting rules of local authorities;
Know the regulatory framework for the operation of local authorities and public establishments;
Master information tools, Office 365, REU, GIS... (knowledge of BERGER-LEVRAULT software is an asset).
Skills:
Manage versatility and priorities, respect regulatory deadlines;
Prepare and format decisions of the municipal council, administrative acts of the Mayor and civil status acts;
Verify the consistency and regulatory framework of administrative files;
Prepare mandate, expenditure and revenue files, requests and justifications for subsidies and financial declarations;
Develop and animate a reception system for the population;
Control and evaluate the actions of services;
Pilot, monitor and control the activities of agents;
Know conflict management and mediation techniques.

Ability to communicate and have a good capacity for listening and understanding others;
Have a sense of public service (ethics, discretion, neutrality and professional secrecy);
Have the ability to lead teams and managerial skills;
Excellent relational qualities;
Be autonomous, available and adaptable;
Show initiative, analysis and decision-making skills, strong writing skills;
Diligence, organization, loyalty, seriousness and honesty;
Diplomacy and firmness.

Art. L332-8 provision 7 of the general code of public service - A contractual employee may be recruited for this position because it is a secretary general of the municipality position in a municipality with less than 2000 inhabitants. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
