Safety And Risk Management Program Manager
This is management level work planning, developing, implementing, and monitoring the County's comprehensive Safety and Risk Management Program. Responsible for developing and overseeing the Sarasota County Ethics and Compliance Program. Develops, promotes, and sustains a strong culture of ethical, statutory, regulatory, and policy compliance.
Develops and implements safety/risk policies and procedures adhering to local, state, and federal safety, health, and environmental regulations.
Manages an annual operating budget more than 13M and a team of 7 employees.
Identifies risks and exposure for losses to real, personal, and human resource assets.
Collects and submits underwriting data for the marketing of selected programs.
Meets with underwriters as needed; and submits final recommendations for programs and coverage.
Establishes staffing structure and work assignments.
Reviews and evaluates division operations, work products, methods, procedures, and performance outcomes.
Directs and supervises all phases of the claims process from intake and investigation through litigation, settlement and/or trial.
Consults with, provides guidance and/or participates in negotiations, conferences, and mediations with adjusting companies, legal councils, County staff, claimants, etc. Prepares recommendations to the Board of Commissioners for approval.
Performs a variety of duties associated with supervising staff to include hiring, assigning work, ensuring professional development, and training, establishing performance expectations, and evaluating performance; providing guidance, direction, and discipline as necessary; and recommending employee terminations to Human Resources as appropriate.
Ensures division staff is providing responsive customer service to County managers and employees.
Prepares Requests for Proposals for Employee Assistance Services, risk management programs and various contractual services that support risk management programs; selects vendors; negotiates contracts; and administers or oversees the administration of established contracts.
Supervises, reviews and/or develops the division's operating budget, to include premium rates for managed programs. Administers the approved budget; identifies division needs for staffing, equipment, materials, services, and supplies; and allocates, monitors, and approves expenditures of budget funds.
Develops contractual insurance and indemnification requirements for County projects.
Provides consultative advice to divisions regarding risks associated with various contractual activities; and reviews final agreements for compliance with risk management standards/practices.
Provides and/or supervises training programs pertaining to managed risk management functions, operations, and services.
Serves as senior internal consultant/advisor to County managers, department heads and employees regarding risk management programs and services.
Represents the division before the Board of County Commissioners, senior managers, elected officials, contractors, vendors, and the general public.
Serves as primary liaison to insurance providers, underwriters, attorneys, and other parties regarding risk management programs and services.
Establishes safety/risk program goals and objectives and budget based on statistical analysis, trends, benchmarking, and operational needs.
Supervises assigned personnel including planning, work allocation, establishing performance measures, coaching, motivating, fostering employee growth and development, and evaluating employee performance.
Responsible for the adjusting, review and negotiation of property, automobile, liability, and workers' compensation claims on behalf of the County.
Facilitates appropriate balance of risk retention and risk transfer through various methods of self-insurance, purchased insurance and contractual transfer of risk.
Consults with core services in the design, development and use of facilities, equipment, work areas and work procedures; provides environmental, health, financial and safety recommendations.
