Summary:

The manager, finance provides strategic financial leadership and oversight for the college, supporting the achievement of financial and operational objectives. This position leads college-wide budgeting, financial planning, forecasting, analysis, reporting, and resource allocation activities while guiding the development and implementation of financial strategies and frameworks. Working closely with senior leaders, department heads, and unit managers, this role advises on complex financial matters and supports informed decision-making across the college.

The manager oversees financial controls, audit and compliance activities, and the stewardship of financial resources to support effective financial management. This position also supervises finance staff, leads special projects, and collaborates with university stakeholders to address evolving financial and operational priorities. Through strategic partnership and leadership, this role contributes to the advancement of college and university goals.
Duties and Responsibilities   Provides strategic oversight of college-wide budgeting, multi-year financial planning, forecasting, financial analysis, reporting, monitoring, and resource allocation activities.
Leads the development, implementation, and monitoring of the college’s financial strategies, plans, policies, practices, and frameworks.
Advises senior leaders, department heads, and unit managers on complex financial operations, strategic priorities, and financial decision-making.
Manages compliance with relevant legislation, accounting standards, agreements, and university and college policies and procedures to mitigate financial risk and liability.
Oversees the establishment, maintenance, and evaluation of internal financial controls across college operations and transactions.
Manages the full employee lifecycle for finance staff, including recruitment, onboarding, coaching, performance management, and professional development.
Plans and leads special projects that support college and unit objectives in collaboration with internal and external stakeholders.
Guides non-routine and complex financial transactions and collaborates with central offices and service centre partners on financial matters.
Reviews and approves financial statements and reports for submission to stakeholders and decision makers.
Analyzes financial impacts, develops recommendations, and supports alignment with college and university financial goals and priorities.
Monitors funding, revenue sources, resource allocations, projects, and initiatives, and identifies opportunities to improve operational effectiveness.
Develops quarterly budget-to-actual reports, investigates variances, and prepares college-level forecasts.
Presents and communicates financial information, insights, and recommendations to support sustainable decision-making and problem-solving.
Establishes and maintains collaborative relationships with college leaders, central office colleagues, service centre partners, and other stakeholders.
Identifies and implements improvements to college financial procedures and processes.
Participates in college and university finance initiatives, including policy development, strategic planning, program design, and special projects.
Supports the delivery of financial services through collaboration with service centre partners.

Qualifications   A bachelor’s degree in commerce, business, accounting, or a related field.
A professional accounting designation.
Minimum of six years of experience in general accounting, financial management and budgeting, and financial planning and analysis.
Experience providing effective team leadership and development.
Experience working in a diverse and inclusive environment.
Demonstrated knowledge of accepted accounting rules, practices, tax laws, and reporting requirements.
Knowledge and understanding of issues affecting Indigenous peoples, including cultural, socio-economic, and other considerations.
High level of attention to detail and accuracy.
Ability to manage multiple deadlines and priorities.
Strong interpersonal and communication abilities.
Ability to influence outcomes and provide guidance to business decisions.
