International Affairs Officer

The purpose of this position is to simultaneously function as a senior International Affairs analyst responsible for obtaining new and maintaining existing operating rights in foreign countries and negotiate, develop, and maintain international relationships necessary to meet new and more stringent national requirements to detect, locate, identify, and estimate the yields of nuclear explosions.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the International Relations 0131 series.

• Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
• OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

  four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of the principles, concepts, and methods associated with US foreign policy, particularly as it relates to the AFTAC worldwide unique mission set. Incumbent should be very knowledgeable of the political, social, and economic conditions and sensitivities in countries hosting unit facilities and know how to quickly acquire such knowledge about countries where new facilities may be proposed.

Incumbent must have detailed knowledge of US government regulations and directives that grant authority to negotiate international agreements and stipulate how such authority is to be sought. Incumbent must thoroughly understand National Disclosure Policy and associated implementing directives.

Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

• 1. Knowledge of laws, regulations, policies and procedures related to DOD international agreements, technology transfer, and information disclosure.
• 2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DOS, DOD, Air Force and organizations that interface with or influence the Center's international agreement process. Knowledge of the Center's mission is highly desirable.
• 3. Ability to mentor, motivate, and work with other employees. Must have the ability to communicate effectively both orally and in writing, in domestic and international environments. Must be able to interact with senior military officers. DISL/DISES officials, senior foreign dignitaries, and civilian leaders.
• 4. Ability to analyze political-military, force protection, and international cooperation issues and identifies significant factors, gather pertinent data, and recognize solutions. Experience in negotiating international agreements is highly-desired as frequent travel and establishing rapport with foreign countries is paramount for this position.
• 5. An advanced degree is desirable. Knowledge of physical science and ability to communicate with technical and scientific staff is also highly desirable.
• 6. Knowledge of security regulations. practices and procedures for ensuring the safeguarding of classified and sensitive information. Level III International Affairs Professional certification is highly desired for this position.
