Position Overview and Duties

Serves as Lock Operations Section Chief, responsible for Lock Operations Section functions including all aspects of 24x7 navigation lock operation mission. Coordinates ongoing section work assignments between crews and among other sections. Plans projects for execution within section, provides input to and reviews project plans and specifications for construction or repair projects, and coordinates support for and from other functions or work on site.

Engages with and responds to industry customers and contacts, and with partner agencies.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Other Requirements

This position is covered by the Civilian drug testing Program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.

  • This position requires the completion of a pre‑employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. Must be able to lift up to 50 lbs.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This is a supervisory position and may require the incumbent to complete a one-year supervisory probation period.
  • MISSION ESSENTIAL STATUS:
    Position is designated Mission Essential (M‑E) in accordance with DoDI 3020.42. Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Supervisor and/or Local Command Policy and may be required to remain on duty after the official shift ends, i.e., mandatory overtime, subject to recall to duty. Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.

    In accordance with section 1580 of title 10, United States Code, E‑E is a position-based designation where: (1) it is the duty of the employee to provide immediate and continuing support for combat operations or to support maintenance and repair of combat essential systems of the armed forces; (2) it is necessary for the employee to perform that duty in a combat zone after the evacuation of nonessential personnel, including any dependents of members of the armed forces, from the zone in connection with a war, a national emergency declared by Congress or the President, or the commencement of combat operations of the armed forces in the zone;

    and (3) it is impracticable to convert the employee’s position to a position authorized to be filled by a member of the armed forces because of a necessity for that duty to be performed without interruption.
