Directs and oversees the work of subordinate Lock and Dam Operators on a shift, ensuring resources and work are balanced. Trains employees on work sequence, procedures, and methods. Directs and controls the lockage of vessels, signaling instructions to vessel operators and lock personnel. Operates the Poe and Mac Arthur Locks and appurtenant systems. Assists the Chief Lock master and on duty Lock master by entering vessel data, queue positions, and arrival times.
During Navigation Season, leads the crew in performing routine maintenance on all facets of the lock area, including equipment greasing, inspections, troubleshooting, and repairs (mechanical, hydraulic, electrical). During Non‑Navigation Season, leads the crew in major repair assignments, such as the removal, repair, and replacement of lock gates, wire rope, valves, and hydraulic machinery. Makes immediate reports of any violations of canal and safety regulations.
Conditions And Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoW, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Experience RequirementCurrent or previous experience as a Lock and Dam Operator at the WY-08 level.
Other RequirementsThis position is covered by the Civilian drug testing Program. Incumbent is required to sign a DA Form 5019‑R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.

- This position requires the completion of a pre‑employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. Must be able to lift up to 50 lbs.
- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
