Job Title
Vos missions en quelques mots
Under the authority of the Director General of Services (DGS), the agent ensures the accounting management of the municipality, the administrative and financial follow-up of public procurement, the functions of revenue manager as well as administrative support for the General Directorate. A true collaborator of the DGS, he participates in the securing of the financial procedures of the community, the follow-up of investments and the preparation of strategic dossiers.
Comptabilité et finances
Ensure the accounting execution of the municipality's expenses and revenues. Follow, control, and mandate investment expenditures. Follow the accounting and administrative management of the communal asset (entries, exits, amortizations, integration of fixed assets). Issue revenue titles and mandates in compliance with accounting regulations (M57). Maintain relationships with the public accountant. Participate in budget preparation and follow-up of budget execution. Develop financial follow-up dashboards.
Marchés publics
Ensure the administrative and financial follow-up of all public procurement. Follow commitments, work situations, amendments, price revisions, and payments. Ensure compliance with contractual deadlines. Collaborate with technical services, project managers, and companies.
Recherche de financements
Conduct surveillance on funding mechanisms. Search for mobilizable subsidies. Compile subsidy request dossiers. Ensure administrative, financial follow-up, and disbursement requests until the balance of operations.
Régie de recettes
Ensure the functions of the titular revenue manager. Collect various communal revenues. Make deliveries to the public accountant. Ensure regulatory compliance of the registry and supporting documents. Follow up on registry operations in compliance with applicable regulations.
Assistance auprès du Directeur Général des Services
Participate in the administrative follow-up of the dossiers led by the DGS. Provide administrative support in the daily management of the General Directorate. Participate in the preparation of dossiers presented to municipal bodies. Contribute to the preparation, organization, and writing of deliberations, minutes, and minutes of municipal councils. Ensure the administrative follow-up of decisions made by elected officials.
Profile Sought* Profile sought Higher education in public accounting, local finance, management, or territorial administration (Bac to Bac +2 minimum desired). Significant experience in a similar position within a territorial community is highly appreciated.
* Technical skills
Excellent knowledge of public territorial accounting and M57 nomenclature. Mastery of the follow-up and mandate of investment operations. Good knowledge of the accounting and administrative management of the assets of communities. Good mastery of the administrative and financial follow-up of public procurement. Experience in compiling and following up on subsidy request dossiers. Very good knowledge of the regulations applicable to revenue registries.
Mastery of office tools, especially Excel. Mastery of business software Défi Informatique and Cosoluce highly desired.
