Job Title

Under the authority of the Director General of Services (DGS), the agent ensures the accounting management of the municipality, the administrative and financial follow-up of public procurement, the functions of revenue manager as well as administrative support for the General Directorate. A true collaborator of the DGS, he participates in the securing of the financial procedures of the community, the follow-up of investments and the preparation of strategic dossiers.

* Accounting and Finance

  • Ensure the accounting execution of the municipality's expenses and revenues.
  • Ensure the follow-up, control, and mandate of investment expenses.
  • Ensure the accounting and administrative follow-up of the communal asset (entries, exits, amortizations, integration of immobilization).
  • Issue revenue titles and mandates in compliance with accounting regulations (M57).
  • Ensure relations with the public accountant.
  • Participate in the preparation of the budget and the follow-up of the budget execution.
  • Develop financial follow-up dashboards.

* Public Procurement

  • Ensure the administrative and financial follow-up of all public procurement.
  • Follow up on commitments, work situations, amendments, price revisions, and payments.
  • Ensure compliance with contractual deadlines.
  • Collaborate with technical services, project managers, and companies.

* Research of Financing

  • Ensure a watch on financing devices.
  • Research mobilizable subsidies.
  • Mount the subsidy request dossiers.
  • Ensure administrative, financial follow-up, and disbursement requests until the balance of operations.

* Revenue Management

  • Ensure the functions of the revenue manager.
  • Collect the different communal revenues.
  • Make the deliveries to the public accountant.
  • Ensure the regulatory maintenance of the management and the supporting documents.
  • Ensure the follow-up of the management operations in compliance with the applicable regulations.

* Assistance to the Director General of Services

  • Participate in the administrative follow-up of the dossiers piloted by the DGS.
  • Provide administrative support in the daily management of the General Directorate.
  • Participate in the preparation of the dossiers presented to the municipal councils.
  • Contribute to the preparation, organization, and drafting of deliberations, minutes, and minutes of the municipal councils.
  • Ensure the administrative follow-up of the decisions made by the elected officials.
Profile Sought

* Education

  • Higher education in public accounting, local finance, management, or territorial administration (Bac to Bac +2 minimum desired).
  • Significant experience in a similar position within a territorial community will be highly appreciated.

* Technical Skills

  • Excellent knowledge of public territorial accounting and M57 nomenclature.
  • Mastery of the follow-up and mandate of investment operations.
  • Good knowledge of the accounting and administrative management of the asset of the communities.
  • Good mastery of the administrative and financial follow-up of public procurement.
  • Experience in the preparation and follow-up of subsidy request dossiers.
  • Very good knowledge of the regulations applicable to revenue management.
  • Mastery of office tools, especially Excel.
  • Mastery of business software Défi Informatique and Cosoluce highly desired.

Additional Information

Full-time position (35 hours). Statutory remuneration Indemnity regime (RIFSEEP) according to current deliberations. Employer participation in complementary social protection in accordance with applicable provisions.

Special Conditions of Exercise

Open position(s) on the following grade(s) of the Territorial Public Service:
Senior Administrative Assistant 1st Class, Senior Administrative Assistant 2nd Class, Administrative Assistant, Clerk, Senior Clerk 1st Class, Senior Clerk 2nd Class

Legal Basis

Art. L332-8 disposition 2 of the General Code of Public Service - A contractual employee may be recruited for this position for the needs of the services or by the nature of the functions when no candidacy of a civil servant has succeeded. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
