Class Summary

The Department created a new Long Range Planning Division in 2026 to drive the integration of land use and infrastructure long‑range planning. The goals of infrastructure planning are to
1) plan infrastructure to drive growth aligned with the County’s future land use plan,
2) promote people‑centered design for communities, and
3) ensure county resources are invested efficiently and intentionally.

Job Description

The Infrastructure Planning Deputy Division Director reports to the Long Range Planning Division Director and leads initiatives, develops tools, and establishes policies to ensure comprehensive infrastructure planning aligned with the County’s land use policies and priorities. This role works closely with the Department of Transportation, Department of Water Resources, Department of Parks and Recreation, and other divisions to develop infrastructure plans, coordinate ordinance updates, support economic development, and identify priorities in water, sewer, stormwater, transportation, transit, and trails.

  • Develop and maintain county‑wide population projections aligned with the County’s Unified Plan; use the projections to evaluate infrastructure capacity.
  • Research, analyze, and track planning data.
  • Create and maintain shared tools and infrastructure analysis methodologies, such as fiscal impact analysis and infrastructure cost of services.
  • Develop infrastructure master plans, including water resources and mobility master plans.
  • Collaborate with stakeholders to ensure successful implementation of cross‑departmental plans and planning tools.
  • Develop a common prioritization framework for all infrastructure capital projects to achieve the Unified Plan and Small Area Plan vision; prepare standard operating protocols and conduct training.
  • Review requests for rezoning and special administrative permits for proposed development projects.
  • Prepare ordinances, policies, or guidance as needed to support infrastructure planning initiatives.
  • Manage consultants performing work for the County.

  • Provide managerial and supervisory support and staff evaluation to assigned staff.
  • Manage special projects and complete other tasks as assigned.
Grade

108. As of 4/11/2023, positions are eligible for the Employee Referral Program.

Minimum Qualifications
  • Bachelor’s or master’s degree in Civil Engineering, Environmental Engineering, Urban or Regional Planning, or a related field; AND
  • Eight (8) years of related experience, including a minimum of two years of supervisory experience; OR
  • An equivalent combination of education and experience sufficient to perform the essential functions of the job.
Preferred Qualifications
  • Knowledge of water/sewer/stormwater system capacity management and modeling experience (strongly preferred).
