Senior Capital Project Manager
The Office of Capital Projects Management is seeking a Senior Capital Project Manager to join their team. This position manages the planning, design, and construction of capital improvement projects which range in dollar value from $10,000 to $50,000,000+. This position works independently yet under administrative supervision, developing and implementing processes and projects within organizational policies and reporting major activities to department head and executive level administrators.
The types of projects include public buildings such as fire, police, administrative, municipal, and recreation facilities, as well as horizontal projects such as parks, marinas, parking lots, monuments and recreational fields. Projects may involve historic structures that require restoration/ rehabilitation.

Essential Job Functions- Manage capital projects from planning through design and construction; prepare and manage consultant and contractor contracts.
- Act as project liaison and communicate information with project stakeholders, architect/designer, contractor, vendors, user department, executive management, governmental regulatory bodies, and the public, for decision-making; attend meetings as necessary.
- Continually update and manage the project schedule, the costs, and the budget throughout the lifecycle of the project.
- Assess and resolve project issues including contract disputes, procedural issues, technical issues, schedule and cost issues.
- Prepare Requests for Proposals and Statements of Qualifications; evaluate and score proposals; qualify vendors; provide a recommendation to City Council for contract award. Prepare contract/bid documents, bid addenda and review/recommend bids.
- Perform pre-design assessments, programming, and conceptual planning for buildings and facilities; develop initial project schedules and an overall estimated project cost. Manage design consultant's contract and perform quality control.
- Review design documents at various submittal stages throughout the design process for quality/cost/ constructability/ functionality/ programming adherence to ensure a complete set of construction documents ready for bid and construction.
- Manage construction contract and perform quality control, including construction inspection for contract compliance.
- Obtain the proper approvals/permits, and manage compliance (building permits, site permits, encroachment permits, Historic District Board of Review, zoning, etc.) as they related to the specific project.
- Coordinate utilities (i.e. power, gas, phone, etc.) and information technology systems for installation at the projects.
- Review contractor submittals (reports, schedules, products, costs, etc.)
- Review construction test reports, inspection reports and other technical reports such as geotechnical, environmental, and structural.
- Coordinate project close-out procedures. Produce, collect, file and archive project documentation and reports.
- Review and approve all project related invoices and applications for payment.
- Provide professional/technical assistance and past project information to support other City departments and outside entities.
- Develop and continually evaluate and execute improvements to procedures and documents related to project management functions.
Bachelor's Degree in Engineering, Architecture, Construction Management, or closely related field with four (4) years of design/construction management experience; or an equivalent combination of education and experience.
Requires one of the following or the ability to obtain within 1 year of onboarding:
Georgia Professional Engineering (PE) License, Registered Architect license or Project Management Profession (PMP) certification.
Must possess and maintain a valid state driver's license with an acceptable driving history.
Starting salary will be commensurate with education, experience, and will factor in internal equity among like City positions.

Background investigation, including supervised drug screen, post of fer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.
