Position Summary:

The Emergency (Out-of-Home) Respite Manager provides overall leadership, operational oversight, and accountability for the organization's Emergency Out-of-Home Respite Program. This position is responsible for ensuring the program operates safely, effectively, and in compliance with applicable federal and state regulations, Medicaid waiver requirements, contractual obligations, and organizational policies.

The Manager exercises independent judgment in program operations, emergency response, admissions and discharges, staffing and provider decisions, quality assurance, budget management, risk mitigation, and service delivery. The Manager is accountable for the quality, safety, continuity, and effectiveness of services provided to individuals receiving emergency respite support.

The position leads and evaluates program personnel and Emergency Respite Providers, establishes program priorities and performance expectations, monitors program outcomes, and serves as the primary operational leader for the Emergency Out-of-Home Respite Program.

Job Duties and Responsibilities:

Program Leadership & Operations Direct and oversee the day-to-day operations of the Emergency Out-of-Home Respite Program, ensuring services are available and appropriately supported 24 hours a day, seven days a week, including holidays.

Establish and implement program procedures, workflows, service standards, and operating practices that support timely and effective emergency respite services.

Exercise independent judgment in responding to operational, staffing, safety, service delivery, and emergency situations.

Oversee intake, assessment, admission, placement, transition, and discharge processes to ensure timely and appropriate responses to emergency respite needs.

Determine appropriate operational responses to urgent situations and coordinate with internal and external resources when additional support is required.

Oversee the safety, cleanliness, maintenance, accessibility, and readiness of Emergency Respite homes.

Monitor service capacity and coordinate resources to maintain appropriate program coverage.

Evaluate program effectiveness and identify opportunities to improve service delivery, efficiency, quality, and individual outcomes.

Develop and monitor program performance measures and provide regular updates and recommendations to senior leadership.

Serve as the primary operational point of contact for matters involving Emergency Respite program operations.

Staff Leadership & Provider Leadership Recruit, interview, select, onboard, train, schedule, assign, supervise, and evaluate employees and Emergency Respite Providers, consistent with organizational policies and delegated authority.

Establish clear performance expectations and ensure staff and providers understand their responsibilities related to safety, service quality, documentation, person-centered support, and regulatory compliance.

Conduct performance evaluations and provide coaching, mentoring, corrective feedback, and professional development.

Make recommendations regarding hiring, promotion, performance improvement, corrective action, and termination, as appropriate.

Ensure appropriate staffing and provider coverage to support 24/7 program operations.

Monitor staff and provider performance and take appropriate action when performance, safety, compliance, or service-quality concerns are identified.

Foster a professional, trauma-informed, person-centered, and accountable program culture.

Coordinate ongoing recruitment and retention strategies for Emergency Respite Providers.

Ensure required provider and staff training is completed, documented, and maintained.
