Program Manager

Duties

• Serves as the Chief of Military Programs and Project Management Branch, responsible for vertical and horizontal integration to produce military projects and manage the program for the district.
• Manages all aspects of military programs and project management, ensuring development of project scope, budgets, schedules, and procurement strategies in keeping with program goals.
• Establishes and monitors District objectives to meet goals for various military programs (Congressional, OSD, HQUSACE, etc.) and is responsible for the schedule, budget, and cost controls of the program.
• Plans and assigns work to subordinates, determines schedules, evaluates performance, advises on administrative matters, and identifies training needs.
• Manages the District's military reimbursable program, ensuring that accepted and funded projects are executed in keeping with overall program objectives and that there is adequate contract capacity.
• Ensures customer expectations and Corps performance potential are compatible by identifying customer options, ensuring customer-care prevails, and using quality design and construction techniques.

Conditions of employment

• Appointment may be subject to a suitability determination, as required by a SECRET Tier 3, Non-Critical Sensitive, Moderate Risk security clearance by a completed background investigation.
• Position has been designated as performing Project and/or Program Management functions. In accordance must have a minimum of Level 1 Program and Project Management Career Development Plan (CDP). (To be obtained within organization time frame)

• Serving as a senior project manager or technical expert for large-scale, complex military construction projects, involving vertical and horizontal integration across multiple technical disciplines.
• Applying expert knowledge of management concepts and project management principles to oversee all project phases from master planning and design to construction, cost control, and operations.
• Exercising supervisory duties such as assigning and evaluating work, managing personnel, and implementing Equal Employment Opportunity (EEO) principles.
• Developing and managing project budgets, schedules, and procurement strategies to meet program objectives.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).

Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????13).
