Position Overview

This position is accountable for directing and coordinating the district's Phase I location and design study activities required for proposed highway improvements so as to develop solutions that reflect the demands of highway safety and mobility, to ensure effective use of available funds, to ensure consideration of operational and maintenance impact, to ensure the appropriate level of environmental study/review and consideration of impact mitigation, and to facilitate the appropriate level of project coordination to obtain community acceptance.

Functions
  • Provides coordinated district effort in determining engineering feasibility of each project scope of work.
  • Provides for continuous consultation with all interested parties on location and design study problems so as to ensure timely approval of each project.
  • Provides for effective management of the section and the efficient distribution of work between in-house staff and consultants so as to ensure timely program progress and completion.
  • Provides for subordinate staff development through continuous performance evaluation and counseling and making proper training available.
  • Provides for close contact and communication with representatives of federal, state, and local government agencies; legislators; quasi-public agencies; the news media; and private citizens to obtain their acceptance of the district s programming initiatives.
  • Ensures that the program development functions are performed to provide effective and efficient highway transportation facilities that incorporate the latest policies and procedures that encompass Context Sensitive Solutions.
  • Performs duties in compliance with departmental safety rules and requires same of subordinate staff.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Eight years of experience in civil engineering including three years of supervising staff and managing engineering functions.
Preferred Qualifications
  • Proven ability to coordinate with other bureaus and the central office, and to engage effectively with local governments and large organizations.
  • Strong oral and written communication skills.
  • Comprehensive knowledge of current highway policies and procedures as they relate to program development, project studies and project design.
  • Knowledge of project implementation procedures and departmental organizations.
