Duties Description Under the general direction of the Office Assistant 3 the incumbent will be responsible for the application process for the Licensing Bureau. The application process consists of entering data into the Bureau's respective database and imaging or scanning of all files as a part of the Bureau's electronic repository of documents. Responsibilities will include, but not be limited to, the following:
* Review and process applications for gaming, horse racing, charitable gaming, and lottery as necessary.
* Process and research DCJS reports on prospective applicants. Scan fingerprint information into electronic system in order to receive results back for licensure determination.
* Draft approval letters for applicants of gaming, horse racing, charitable gaming, and lottery as needed once applications are reviewed and recommended for licensure.
* Communicate with individuals or entities regarding application deficiencies and track responses and follow-up as necessary.
* Enter and maintain the workflow into the Bureau's respective databases and scan required documents as part of the Bureau's electronic databases. Interact with the public and the Commission's central staff and regional offices to ensure adherence to all licensing procedures.
* Respond to license status requests. Answer questions from and provide information to various parties regarding agency activities, transactions, and procedures. Refer inquiries as necessary.
* Operate various communication systems such as telephones and computers; and keep records of such communications.
* Ensure licensed individuals adhere to required disclosures for information by preparing written correspondence. Track response returns and assesses whether the information is sufficient based on Commission requirements.
Minimum Qualifications Permanent
Qualification:
Candidates must currently be a permanent Office Assistant 2 OR be reachable for appointment on the current Office Assistant 2 eligible list #38-687;
OR
Transfer
Qualification:
Candidates must currently be a permanent New York State employee eligible for transfer under Section 70.1 of the Civil Service Law.
OR
Provisional
Qualification:
In the event there is not a viable eligible list, provisional appointment will be considered. To be eligible candidates must have one year of permanent competitive status in a qualifying title.

One year of clerical experience.
NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
