Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 136,000 individuals with developmental disabilities in New York State. OPWDD operates 6 Developmental Disabilities State Operations Offices (DDSOO) throughout the state with each DDSOO being responsible for the direct provision of state-operated services within predefined geographic locations.
As a member of the Division of State Operations and under the direction of the Director for Business Analytics and Research, the Program Operations Specialist 1 will be part of newly developing team to support the Division of State Operations DDSOOs transition to utilizing technological advancements in staff scheduler tools that will best meet the agency's unique scheduling needs. Utilizing new software applications and analytic tools through an E-Scheduler application will be of significant benefit to enhancing staff scheduling at OPWDD.
E-Scheduler will provide necessary infrastructure to implement a centralized scheduling system statewide for State Operations' 6 Regions / 13 Districts and over 10,000 direct support professionals (DSPs).
The Division of State Operations is seeking a Program Operations Specialist 1 (SG-18) to assist with implementation and ongoing operations of an E-Scheduler software. Transitioning to technological health care solutions such as E-Scheduler will fundamentally change how staff scheduling is performed and will impact every aspect of the organization's operations. The software application alone is not adequate to address the needed procedure and policy changes.
Division of State Operations is seeking a dedicated Program Operations Specialists 1 to provide ongoing technical support, training support, and be the Subject Matter Expert to support assigned Regions / Districts to support. The Program Operations Specialist 1 may also be involved in other similar or related projects, and or supporting special programs based on the operational needs of the Division and the Bureau of Business Analytics and Research.
Specific duties include, but are not limited to:
* Provide technical support to State Operations on use of applications
* Troubleshoot issues experienced, and identify solutions
* Implement train the trainer trainings statewide
* Ensure accurate and ongoing reporting occurs as required
* Validate data, create reports, distribute reports, train super users in the field on how to access reports or create their own reports
* Conduct surveys and monitor use to ensure compliance
* Visit programs to observe, obtain feedback, and report on information gathered with recommendations for improvements
* Add and remove users from the system
* Coordinate with training department for new user trainings; train local trainers; identify training needs and trends
* Create tickets with vendor for systems issues/problems
* Make recommendations regarding improvements in the E-Scheduler applications
* Prepares or directs the preparation of reports and other material necessary to implement the recommendations
* Compiles, tracks and analyzes performance measure data and provides
* Prepares relevant analyses, such as cost/benefit analysis and systems
* Identifies the problems or factors inhibiting the achievement of program goals and sets the objectives of the project
* Develops a work plan considering the objectives and the problems to be solved
* Collects pertinent data through various means such as interviews, conferences, questionnaires, reports and on-site observations.
