POSITION SUMMARY: This is a position that performs a variety of duties to include the enforcement and investigation of applicable city ordinances, codes and regulations related to land use, construction, housing, health and safety, property maintenance, junk vehicle abatement, noise abatement and other matters of public concern; initiates procedures to abate violations and obtain compliance, which includes issuing notices of violations and other correspondence specifying necessary corrective actions, compliance requirements and compliance dates;

serves as a resource and provides information on city regulations to property owners, residents, businesses, the general public and other city departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Proactively patrols city to identify and evaluate problem areas and/or ordinance violations.

• Investigates complaints or violations of city zoning, municipal codes, city ordinances and state regulations, including researching public databases.

• Inspects residential, commercial, vacant lots and industrial properties for code violations and maintenance requirements.

• Works with property owners or tenants to resolve violations.

• Schedules and performs follow-up functions to gain compliance with identified violations.

• Will post or issue notices of violation, corrective notices, orders to comply and related documentation for code violations.

• Issues stop work notices for construction or alterations being performed without proper permits.

• Issues administrative and misdemeanor criminal citations as necessary.

• When required, will prepare requests for legal action.

• Prepares and maintains accurate detailed documentation and case files on all investigations, inspections, enforcement actions and other job-related activities.

• Prepares and provides documentation and evidence in support of legal actions taken by the City.

• Coordinates city abatement with contractors/vendors by initiating work requests, creating billing notices, follow up inspections and approval for vendor payment.

• Attends resident, neighborhood, homeowner association meetings to present and obtain information on neighborhood improvement efforts and encourage resident involvement.

• Participates in neighborhood work projects and provides a staff presence at community events.

• Develops and maintains ongoing partnerships with city departments and community and neighborhood groups.

• Appears in court and will testify at hearings or court proceedings as required.

• Operates computer to enter, process, research and acquire data relative to complaints and inspections.

• Consults with property owners or tenants to resolve violations.

• Performs other duties assigned.

REQUIRED KNOWLEDGE,

SKILLS AND ABILITIES

:


• Goal oriented, self-starter and the ability to make decisions based on current department and city policies, ordinances and state law.

• Willingness to handle routine, repetitive tasks.

• Must have a working knowledge in the use and application of computer software and office equipment.

• Ability to read, analyze and interpret procedures and government regulations.

• Ability to work without direct supervision.

• Ability to speak, communicate and write effectively in flawless English, using excellent grammar.

• Ability to effectively present information and respond to questions.

• Ability to read and interpret relevant laws, ordinances and procedural material.

• Consistently demonstrate honesty, integrity, maturity, tolerance, self-confidence, truthfulness and psychological stability.

EDUCATION AND EXPERIENCE REQUIRED:

• High school diploma or GED equivalent.

• A valid Texas Driver's License

CERTIFICATIONS AND LICENSES REQUIRED:

• Possess a valid Code Enforcement License issued by the Texas Department of Licensing and Regulation (TDLR) or obtain one within six months of initial employment.
