Scott, Louisiana: Flexicrew Technical Services (FTS) is seeking a Director of Safety, Health and Environmental (HSE) to provide senior-level leadership for HSE across Broadband and Pipeline construction operations. This position will lead efforts to strengthen the overall safety culture, modernize HSE programs and processes, improve regulatory compliance, and drive measurable improvements in safety performance. The successful candidate will bring a strong construction or utility safety background and the ability to work effectively at both the executive and field levels.

This position reports to the Chief People Officer and requires frequent regional travel to field operations.

  • Develop and lead a unified HSE strategy across multiple construction divisions while addressing the specific risks and regulatory requirements of each operation.
  • Assess existing safety programs and oversee the development or overhaul of safety manuals, policies, procedures, forms, training programs, and documentation.
  • Establish and maintain a formal internal audit program covering field operations and HSE programs, including documented findings, corrective actions, deadlines, escalation, and verification of closure.
  • Build safety ownership throughout operations by coaching leaders, establishing clear expectations, monitoring performance, and holding management accountable for unresolved risks and repeat findings.
  • Maintain compliance with applicable OSHA construction requirements and relevant EPA, DOT, FMCSA, PHMSA, operator qualification, drug and alcohol testing, and customer requirements.
  • Lead serious incident and high-potential near-miss investigations using root-cause analysis and ensure corrective actions address underlying system and management issues.
  • Oversee new-hire orientation, task-specific training, competent-person qualifications, operator qualification compliance, supervisor development, and recurring field safety education.
  • Lead and develop Field Safety Specialists, establish priorities, evaluate field effectiveness, and recommend staffing or organizational changes as needed.
  • Partner with Operations, Fleet, Human Resources, insurance carriers, and third-party administrators to reduce injuries, vehicle incidents, claims, and overall cost of risk.
  • Represent the organization during regulatory inspections and customer audits and ensure identified deficiencies are corrected in a timely and sustainable manner.
  • Establish executive-level safety reporting and utilize leading and lagging indicators to identify trends, prioritize risks, and communicate risk and performance to senior leadership.
Requirements/

Skills:
  • Minimum of 10 years of progressive safety experience, including at least 5 years leading a multilocation construction, utility, or industrial safety function.
  • Demonstrated experience transforming and improving an established safety program rather than solely maintaining compliance.
  • Strong knowledge of OSHA construction standards, including experience with inspections, citations, corrective actions, and written compliance programs.
  • Proven experience leading safety professionals and influencing operations managers and leaders outside of the safety function.
  • Demonstrated ability to develop practical field procedures, conduct program and jobsite audits, manage corrective actions, and verify sustained compliance.
  • Experience using safety and operational data to identify loss trends, establish priorities, measure field execution, and communicate risk and results to senior leadership.
  • Strong leadership, communication, coaching, problem-solving, and organizational skills with the ability to influence employees and management at all levels.
