Youth Site Manager Reports to

Supportive Health Services Director

Areas of Responsibility

Responsible for the Shelter/Group Home Facility and supervision of Youth Specialists on site.

Major Duties
  • Be responsible for creating a safe, supportive, therapeutic environment including positive role modeling, behavioral management, and close supervision of youth. Provide the therapeutic environment using Trauma Informed Care and Positive Youth Development philosophies.
  • Oversee youth staying in residential facility; provide skill building, recreational activities, and educational development.
  • Oversee direct supervision of Youth Shelter/Group Home Staff.
  • Conduct random spot checks on all shifts and be familiar with the various responsibilities of each shift.
  • Monitor case files, data and required documentation for RHYMIS, CSBG, ROMA, Volunteer, and Youth Services Contracts/Grants.
  • Maintain accurate and up to date statistical data for the Shelter and Group Home.
  • Coordinate and attend Team Meetings for youth in the program.
  • Work with the other managers in program planning, program implementation and giving program feedback.
  • Be aware of local, state and national laws and juvenile codes that affect youth and families.
  • Practice and teach appropriate interventions and logical/natural consequences with each youth; using Trauma Informed Care implement a positive plan for behavior within the facility.
  • Network with and partner with panhandle school systems to provide a seamless continuum of educational care for runaway, homeless, and group home youth.
  • Network and partner with panhandle-wide counseling services to provide crisis prevention, intervention and post-vention to panhandle youth.
  • Be responsible for the accurate accounting of household expenditures, agency and program data tracking, and daily documentation reports including USDA program.
  • Provide transportation as required by program.
  • Maintain CPR (Cardiopulmonary Resuscitation) certification.
  • Maintain confidentiality of records and communications following CAPWN policy and HIPAA privacy and security policies and procedures.
  • Responsible for hiring, onboarding, directing and mentoring staff, including communicating job expectations, performance reviews and corrective actions, staff schedules, reviews and approving time‑cards, time‑off requests and attendance tracking of direct reports.

  • Perform other duties as assigned.
Working Conditions
  • On‑site work with youth and staff.
  • Training, meetings, community interactions and occasional off‑site home visits if needed.
  • Requires a high energy level and the ability to meet deadlines.
  • Occasional out‑of‑town travel for training.
  • Will work evenings and weekend meetings and training.
Physical Requirements
  • Must be able to move about quickly if necessary.
  • Must be able to lift 30 lbs.
  • Physically able to perform job.
  • Must complete a health physical, TB and flu vaccination upon entry to program. Every two years background checks will be completed again as well as a health physical and TB test. Flu vaccination will be yearly.
Minimum Qualifications

Grade: 5

  • Must have attained age 21.
  • Must have a valid driver’s license, insured vehicle and good driving record.
  • Ability to communicate effectively both orally and in writing.
  • Knowledge of age‑appropriate child/youth development.
  • Able to attend meetings and training sessions in or out of the area.
  • Current CPR certification or must be able to acquire within three months.
  • Must pass criminal history background checks, child abuse/adult abuse and sexual abuse register background checks, Nebraska State Patrol Fingerprinting.
  • Bachelor’s degree required, preferred areas of study include Human Services, Education, Social Work or similar fields.
  • Minimum of one year’s experience in child development or youth development field preferred.
  • Some supervisory experience preferred.

Grade: 6

  • Must meet minimum requirements above.
  • Minimum of three years’ experience in child development or youth development field.
  • One – two years supervisory experience.

Grade: 7

  • Must meet minimum requirements above.
  • Minimum of five years’ experience in child development or youth development field.
  • Three or more years supervisory experience.
