About this Role

The Manager, Environmental Services is a senior field‑facing leadership position within Quanta Infrastructure Services Group (QISG), reporting directly to the Director, Land & Environment PMO. The role serves a dual mandate: as a Regional Lead it has primary accountability for client relationships, team performance, and portfolio oversight within a defined project portfolio; and as a functional specialist it oversees all aspects of environmental services delivery—including pursuit materials, cost management, assignment of environmental project managers, and coordination with Quanta operating companies and teaming partners.

Responsibilities
  • Lead and manage client relationships for major utility customers in an assigned geographic region, establishing deep familiarity with each client’s structure, reporting requirements, and environmental preferences.
  • Oversee the full front‑end environmental scope across the regional portfolio, including GIS‑based mapping, routing and siting studies, constructability reviews, natural and cultural resource surveys, and federal, state, and local permitting.
  • Manage environmental permitting, ensuring acquisition of NEPA, CWA Section 404, CEQA, ESA, NHPA, BLM/USFS, and other applicable federal, state, and local permits and submittals.
  • Coordinate with OpUs and teaming partners to manage scope, schedule milestones, change management, and cost accountability, providing guidance and resolution of conflicts.
  • Plan staffing and workload distribution across the regional environmental services team, mentor junior staff, and promote a culture of accountability and continuous improvement.
  • Ensure all environmental deliverables meet QISG quality standards, client specifications, and regulatory requirements, maintaining a centralized tracker for permit status and open conditions.
  • Integrate environmental task milestones into project schedules and provide regular portfolio‑level status reports on permitting progress, risk items, and forecast to leadership.
  • Collaborate with the PMO Director to develop estimates, risk registers, and proposal content for project pursuits, ensuring accurate cost and schedule assumptions.
  • Serve as the primary liaison and dispute resolution authority between construction OpUs, vendors, subcontractors, and teaming partners on environmental scope matters, mediate operational disputes, and recommend process improvements.
Qualifications
  • Bachelor’s degree in Environmental Science, Ecology, Environmental Planning, Natural Resources, or a closely related field (Master’s preferred).
  • Minimum 10 years of progressive experience in environmental project management for electric transmission or large‑scale linear energy infrastructure projects, with 3–5 years in a supervisory or team‑lead capacity.
  • Deep expertise across the front‑end environmental project lifecycle: routing and siting studies, GIS constraint mapping, natural and cultural resource surveys, constructability review, and federal and state permitting.
  • Comprehensive command of federal and state permitting frameworks (NEPA, CWA 404, ESA Sections 7/10, NHPA 106, BLM/USFS authorizations, and state/local processes).
  • Proficiency in GIS and Microsoft Office Suite, and strong project‑management skills (schedule tracking, risk identification, budgeting).
  • Strong leadership presence, ability to lead without direct authority, make sound decisions under regulatory and schedule pressure, and develop junior team members.
