Summary

General Engineer/Architect:
Programming supports the 355th Civil Engineer Squadron (355 CES) at Davis Monthan AFB with programming of projects for future year execution, including data entry, document preparation, BUILDER™ SMS data validation, cost estimates, procurement strategy advising, and occasional construction management, program development, and operations and maintenance functions.

Responsibilities
  • Evaluate and recommend programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems.
  • Perform programming for Facilities Sustainment, Restoration and Modernization (FSRM), decentralized FSRM, Military Construction (MILCON), customer‑funded, mission partner, and Operations & Maintenance (O&M) programs/projects.
  • Ensure adherence to federal, state, and local codes regarding health, safety, and the environment.
  • Use computer software such as information management programs, CAD, and project tracking tools to solve engineering/architectural problems.
  • Determine a proposed project's validity, feasibility, achievability, and efficiency based on scheduling, cost, manpower, and other constraints.
  • Perform engineering duties related to O&M functions, including maintenance, repair, upgrade, and operation of infrastructure facilities and utilities.
  • Work with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects.
  • Assist in coordinating and attending project development meetings, contract review meetings, pre‑construction meetings, site visits, and related activities to coordinate information with installation activities.
  • Other duties as assigned.
Qualifications
  • Bachelor's degree in engineering or architecture.
  • 5+ years of experience as a design engineer or project manager.
  • Background check required.
Knowledge, Skills, And Abilities
  • Comprehensive knowledge of engineering principles and analytical techniques across civil, mechanical, electrical, or architecture disciplines.
  • Experience gathering data to solve complex technical problems and following established project procedures and milestones.
  • Proficiency with Microsoft Office, BUILDER™ SMS, TRIRIGA / NEXGEN IT (desired), E‑Gordian/e4

    Clicks (desired), and AutoCAD/Revit (desired) at a minimum.
  • Ability to develop presentations and advocate program items to the installation facility board and higher reviewing activities.
  • Skill in developing and submitting appropriate forms such as the Base Civil Engineer Work Request and Military Construction Project Data that validate the request requirement(s).
  • Ability to discern the true nature of problems from imprecise descriptions and refer problems to the proper individuals for resolution.
