Position: Senior Estimator (Water/Wastewater)

Location: Arizona

Our client, a top-ranked General Contractor and leader in heavy civil infrastructure, is seeking an experienced Senior Estimator to support the continued growth of its Water and Wastewater division across Arizona.

This is an opportunity to join one of the industry's premier contractors, delivering complex municipal infrastructure projects that improve communities and critical public services.

The Role

As Senior Estimator, you will lead the estimating and preconstruction process for major water and wastewater treatment plants, pump stations, underground utilities, reservoirs, and related heavy civil infrastructure projects. Working closely with operations and executive leadership, you will develop accurate, competitive estimates for projects ranging from $20M to $500M+.

Key Responsibilities

  • Lead all estimating activities from conceptual budgeting through final bid submission.
  • Prepare detailed quantity take-offs, pricing, subcontractor comparisons, and cost analyses.
  • Review plans, specifications, geotechnical reports, and contract documents.
  • Develop conceptual, design-build, CMAR, and hard bid estimates.
  • Solicit, evaluate, and negotiate subcontractor and supplier proposals.
  • Identify project risks, constructability challenges, and value engineering opportunities.
  • Collaborate with operations, project management, engineering, and business development teams throughout the pursuit process.
  • Prepare bid packages, scopes of work, qualifications, and pricing summaries.
  • Present estimates and recommendations to senior leadership.
  • Maintain estimating databases, productivity metrics, and historical cost information.

What We're Looking For

  • 10+ years of estimating experience within heavy civil construction.
  • Extensive experience estimating water and wastewater infrastructure projects, including treatment plants, pump stations, pipelines, underground utilities, and process facilities.
  • Proven experience preparing estimates for projects valued between $20M and $500M+.
  • Strong understanding of civil, structural concrete, mechanical process, excavation, utilities, and site development work.
  • Experience delivering projects for municipalities, water authorities, and other public-sector clients.
  • Knowledge of Design-Bid-Build, CMAR, and Design-Build delivery methods.
  • Bachelor's degree in Civil Engineering, Construction Management, or a related discipline is preferred.
