Position: Civil Engineer (Drainage)

Job Title

Under general supervision of the Drainage and Irrigation Manager, plans, manages, supervises and conducts drainage and flood control-related engineering projects and technical review of engineering plans, estimates, and specifications for design of flood control facilities, storm drain systems, and hydraulic structures. Prepares construction bid documents, drawings, and design review for drainage and flood control-related construction and engineering projects. Performs site inspections and assists with submittal and RFI reviews.

Coordinates design requirements with consultants and construction contractors. This job class is treated as FLSA Exempt, and considered a DRIVING position.

Essential Functions

Essential functions may vary among positions, but may include the following tasks, knowledges, abilities, skills and other characteristics.

  • Prepares, administers, coordinates, and participates in all aspects of engineering planning, design and project management for multiple drainage and flood control-related construction and maintenance projects. Prepares and reviews proposals, calculations, plans, details, specifications, bid packets, feasibility studies, cost estimates and reports for drainage projects in conformance with generally acceptable engineering principles.
  • Conducts technical field assessments to troubleshoot, evaluate, document, develop recommendations, and define scope of work for various drainage and irrigation related civil engineering design projects and work tasks.
  • Interprets, resolves and explains technical civil engineering issues related to design, maintenance or construction methods to staff, customers, contractors, consultants, vendors and other outside agencies. Effectively communicates project requirements, plans, specifications, details, concerns, and status of pending projects.
  • In coordination with the authority having jurisdiction, reviews work of consultants and contractors for compliance with engineering standards and safety requirements. Provides engineering project management, to include solicitation for bids, contract management, and progress payments. Coordinates and monitors material testing, quality control, and project scheduling.
  • Maintains tribal drainage, irrigation, and stormwater inventory. Performs drainage and stormwater studies to implement preventive improvements to the overall drainage and irrigation system. Schedules projects to maximize service life, avoid conflicts and meet seasonal and budgetary constraints.
  • Assists in developing and maintaining operation and maintenance plans for Community owned regional drainage structures and outfalls and working with appropriate jurisdictions and agencies (Scottsdale, Mesa, FCDMC, SRP, ADOT, etc.) to insure proper coordination of drainage operations. Develops capital improvement plans for drainage system and manages the Community drywell program. Coordinates with other Departments in management of drainage studies and capital improvement projects.
  • Performs other job-related duties as assigned to support and enhance the Community's drainage and irrigation systems and capital improvement programs.
Knowledge, Skills, Abilities, and Other Characteristics
  • Knowledge of the history, culture, laws, customs, and traditions of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of civil engineering principles, concepts, methods, techniques, and practices, including design and construction of stormwater structures, open channel and closed pipelines hydraulic system, irrigation and drainage systems.
  • Knowledge of preparation of plans, specifications, cost estimates, schedules, and construction documents for a variety of drainage and irrigation construction and maintenance projects.
  • Knowledge of flood control-related construction and maintenance materials, methods, techniques, and principles for Public Works projects.
  • Knowledge of SRPMIC's procurement policy, Code of Ordinances, MAG standards and SRPMIC supplements.
  • Knowledge of Flood Control District of Maricopa (FCDMC) design standards, AZ State Standards, FEMA Federal Standards.
  • Knowledge of design and construction industry standard contract documents.
